Tender description
The National Citizen Service (“NCS”) Trust (“the Trust”) is a not-for-profit social enterprise established to shape, support, champion and lead a thriving National Citizen Service. The NCS programme is a once in a lifetime experience for young people aged 16-17 with 4 phases — adventure, discovery, social action and extension. NCS Trust is implementing a new service delivery model across 9 regions via a combination of direct and Indirect contracting models, running a number of procurements to replace the current supplier contracts. This procurement is seeking multiple delivery partners in 3 regions in England (London, NE, SW) who can deliver a minimum of 117 Programme places. Key responsibilities include: — plan NCS Programme activities and logistics, — recruitment/training of a seasonal delivery workforce, — NCS Programme delivery, — safeguarding, health and safety and incidents, — optional end-to-end delivery and recruitment (field sales and conversion). The Trust is anticipates awarding contracts for up to five (5) Delivery Partners for the London Lot 1 region, responsible for the following local authorities: — Redbridge, — Havering, — Barking and Dagenham. Approximate percentage of 16-17 year olds — 2,4 % of a population of 744 036 (ONS 2017). The Trust is anticipates awarding contracts for up to four (4) Delivery Partners for the London Lot 2 region, responsible for the following Local Authorities: — Bexley — Bromley Approximate percentage of 16-17 year olds in the region - 2.4 % of a population of 580,489 (ONS 2017). The Trust anticipates awarding contracts for up to four (4) Delivery Partners for the London Lot 3 region, responsible for the following Local Authorities: — Hounslow — Kingston upon Thames — Richmond upon Thames Approximate percentage of 16-17 year olds in the region - 2 % of a population of 661,682 (ONS 2017). The Trust is anticipates awarding contracts for up to five (5) Delivery Partners for the London Lot 4 region, responsible for the following Local Authorities: — Merton — Sutton — Croydon Approximate percentage of 16-17 year olds in the region - 2.2 % based on a population of 807,148 (ONS 2017). The Trust is anticipates awarding contracts for up to five (5) Delivery Partners for the London Lot 5 region, responsible for the following Local Authorities: — Enfield — Haringey — Barnet Approximate percentage of 16-17 year olds in the region - 2.3 % of a population of 1,012,914 (ONS 2017). The Trust is anticipates awarding contracts for up to five (5) Delivery Partners for the London Lot 6 region, responsible for the following Local Authorities: — Tower Hamlets — Newham — Waltham Forest — Hackney Approximate percentage of 16-17 year olds in the region - 2 % of a population of 1,216,055 (ONS 2017). The Trust is anticipates awarding contracts for up to four (4) Delivery Partners for the London Lot 7 region, responsible for the following Local Authorities: — Camden — City of London — Islington — Kensington and Chelsea — Westminster — Hammersmith and Fulham Approximate percentage of 16-17 year olds in the region - 1.7 % excluding City of London which is 1.1 % based on a population of 1,090,820 (ONS 2017). The Trust is anticipates awarding contracts for up to five (5) Delivery Partners for the London Lot 8 region, responsible for the following Local Authorities: — Wandsworth — Lambeth — Southwark Approximate percentage of 16-17 year olds in the London region - 1.7 % of a population of 975,532 (ONS 2017). The Trust is anticipates awarding contracts for up to five (5) Delivery Partners for the London Lot 9 region, responsible for the following Local Authorities: — Harrow — Brent Approximate percentage of 16-17 year olds in the region - 2.2 % of a population of 589,441 (ONS 2017). The Trust is anticipates awarding contracts for up to four (4) Delivery Partners for the London Lot 10 region, responsible for the following Local Authorities: — Greenwich — Lewisham Approximate percentage of 16-17 years old in the region - 2 % of a population of 588,511 (2017). The Trust is anticipates awarding contracts for up to five (5) Delivery Partners for the London Lot 11 region, responsible for the following Local Authorities: — Ealing — Hillingdon Approximate percentage of 16-17 year olds in the region - 2.2 % of a population of 661,390 (ONS 2017). The Trust is anticipates awarding contracts for up to six (6) Delivery Partners for the North East Lot 1 region, responsible for the following Localities: — County Durham — Gateshead — South Tyneside — Sunderland Approximate percentage of 16-17 year olds in the region - 2.1 % of a population of 1,153,998 (ONS 2017). The Trust is anticipates awarding contracts for up to five (5) Delivery Partners for the North East Lot 2 region, responsible for the following Localities: — Northumberland — Newcastle upon Tyne — North Tyneside Approximate percentage of 16-17 year olds in the region - 2.1 % of a population of 819,295 (ONS 2017). The Trust is anticipates awarding contracts for up to five (5) Delivery Partners for the South West Lot 2 region, responsible for the following Localities: — Bath & North East Somerset — Bristol, City of — North Somerset — South Gloucestershire Approximate percentage of 16-17 year olds in the region - 2.1 % on a population of 1,137,864 (ONS 2017).
