Tender description

The contracting authority proposes establishing contracts for the provision of various training services. The contracts will be divided in to Lots with each Lot being of a particular category of training. Training may not be limited to the Lots and additional training services may be added during the life time of the contract. Advanced Driver Training. Bus Eireann has a requirement from time to time for training of personnel in advanced driving techniques, to include eco-driving and defensive driving. This could include class room based training and practical driving. Instructor must be and RSA Approved Driving Instructor (ADI) and in addition instructors must be members of, or accredited by the Institute of Advanced Motorists, or equivalent. Instructors should have a comprehensive knowledge of PSV safety systems. Relevant Certificates of Qualification should be submitted with PQQ submissions. It is the intention of the Contracting Authority to award this Lot to one supplier Driver Training – Category D. Bus Eireann may have a requirement to train drivers in the coming months on Category D vehicles. Training will be conducted in line with RSA training procedures and policy. Instructors must be registered RSA Approved Driving Instructor (ADI). Instructors must have experience with large bus companies. Instruction may be carried out on service provider’s vehicles and/or Bus Eireann vehicles and evidence of appropriate insurance levels will be required. Relevant Certificates of Qualification should be submitted with PQQ submissions. Forklift Training. Bus Eireann has a requirement for the following training and education: i. Forklift Operator training that includes the various sized forklift and counter balance vehicles in use in Bus Eireann locations throughout the country. Training will be for novice, experienced and refresher training for operators. It will also include certification of operators. All training must comply with Irish Health & Safety Authority’s Code of Practice for Operators of Rider Operated Lift Trucks. Must be RTITB, IIPMM or FAS registered training establishment. ii. Forklift Instructors Courses. It is the intention of the Contracting Authority to award this Lot to one supplier. Drivers CPC Training. Bus Eireann has a requirement for all its drivers to have completed the Drivers Certificate in Professional Competence. Service providers must demonstrate that they have experience in conducting training with large PSV companies. Instructors must have a train the trainer qualification. Relevant Certificates of Qualification should be submitted with PQQ submissions. Service providers and instructors must be RSA Accredited. It is the intention of the Contracting Authority to award this Lot to one supplier. Recovery Training. Bus Eireann has a requirement for technical personnel to be trained and certified in recovery of large vehicles, from basic to advanced recovery level. Service providers and instructors must be a member of, or be accredited by the Institute of Vehicle Recovery. Training must include practical application of recovery techniques in addition to class room based education in recovery of heavy vehicles. Relevant Certificates of Qualification should be submitted with PQQ submissions. It is the intention of the Contracting Authority to award this Lot to one supplier. Leadership Management Training – Bus Eireann on occasion has the requirement to train personnel in various types of leadership management in order to fulfil their roles within the organisation. Instructors must hold a qualification in an appropriate discipline. Instructors must have experience in providing similar training in large companies. Administrative Training – Bus Eireann may have, on occasion, to train administration and or financial personnel in payroll management and techniques, to include elements of taxation, PRSI and employment law. There may be a requirement to train personnel in all levels of office applications to include but not limited to Microsoft Word, Excel & PowerPoint or similar. Health and Safety Training/Statutory/Miscellaneous Training – The undermentioned training is required on occasion. It is NOT an exhaustive list of training requirements. Depending on the submission received, this Lot may be awarded to more than one supplier. It is not compulsory, at tender stage, to submit for all items listed within this Lot. First Aid i. Emergency First Aid. ii. First Aid Response. iii. First Aid Response Refresher. iv. Occupational First Aid. v. Occupational First Aid Refresher. vi. Defibrillator Training. Manual Handling Bus Eireann has a requirement for the training of personnel in manual handling and certification. Bus Eireann may also require training of manual Handling Instructors, both initial and refresher training and certification. Courses must be QQI accredited. Instructors must be minimum QQI level 6. Fire Warden/Marshall Training i. Initial and Refresher Training. ii. Fire Extinguisher Training. Safety Representative Training i. Safety Statements. ii. Safety Representative Training. iii. Hazard and Risk Assessment Training. iv. Work Ergonomics Assessments. v. Noise and Hearing Protection Training. vi. Warehouse Safety Training. vii. Office Safety Training. Abrasive Wheels Training i. ROSPA or equivalent accredited Training Courses. Hazardous Goods Training i. Chemical Safety Training. ii. Oxygen Use Training. Working at Heights LOT 9 – Customer Service Training – Bus Eireann has a requirement to have all its drivers and on occasion additional staff, trained or educated in best practice customer service.
