Summary of the work Provide client-side product leadership in a large-scale, multi-supplier Agile delivery programme. Specialist role Product manager Expected Contract Length 12 months with the option to extend for up to 12 months. Latest start date Monday 3 December 2018 Who Speclialist Work With Internal team and vendor teams. External stakeholders – primarily NHS England. What Specialists Work On •Provide client-side product leadership in a large-scale, multi-supplier Agile delivery programme. •Create buy-in for the product vision both internally and with key external partners using strong verbal and written communication skills. •Quantify value and support process of securing substantial funding for further product investment. •Lead multi-disciplinary teams using data to drive service improvement decisions. •Prioritise product backlogs based on a clear assessment of anticipated value. •Coach Product Owners. Skills & Experience • Extensive experience of operating at a senior Product Ownership level in a client-side role in a public-facing area of the health sector. • Experience of working in a Product Owner role for mobile product. • Experience of working in a Product Owner role in a large-scale, multi-supplier Agile delivery programme. • Demonstrable evidence of having managed complex a complex product backlog, prioritising based on value • Excellent verbal and written communication skills – to create buy in for the product vision from internal and external stakeholders. • Experience of delivering a product to Digital Service Standard and of the GDS Service Assessment. • Demonstrable evidence of having coached Product Owners to improve and develop their abilities. • Ability to turn user insight from multiple (often conflicting) sources into product improvements. • Operating at client side and establishing the necessary ‘Ethical Screens’ to operate in the client’s interests at all times. Nice to Haves • Having taken a product through all stages of a GDS Service Assessment. • Evidence of having contributed to Business Cases (following the 5-case model) or similar investment justification artefacts to secure additional funding for a programme based on anticipated value. • Experience of having worked closely with a NHS England Senior Responsible Owner. Work Location Bridgewater Place Water Lane Leeds Working Arrangments At least three day in the Leeds office to provide co-located product leadership, plus regular visits to other programme delivery locations. There is an expectation of travel to the London office to interact with wider Empower the Person teams. It should also be noted that Delivery Teams may be based in other locations besides Leeds and London. For example, during 2018 we have had teams based in Belfast and Derry. Security Clearance Minimum Baseline Personnel Security Standard. It is not anticipated that any supplier staff will be required to work with Personal Confidential Data (PCD). In the event that becomes necessary in the course of the delivery of the Outcomes, supplier staff must be security cleared. No. of Specialists to Evaluate 3 Cultural Fit Criteria • Operating with integrity and openness at all times in the client’s best interests. • Able to collaborate across organisational boundaries (e.g. NHS Digital, NHS England, Department of Health and Social Care). NHS Digital does currently have a incumbent supplier delivering this service. 2. Can you confirm whether this role is inside/outside IR35? A formal assessment needs to take place but we believe that this will be outside of scope. 3. What is the day rate for this role? We have selected the appropriate role for this requirement. There is no set day rate but we are not looking for anyone over £1500 a day (rate to include travel and expenses). 4. There are 12 questions on this skills matrix which does put candidates off completing the forms. Shorter more prescriptive ones are advisable. Thank you for this feedback. Should we not get suitable responses to this we will revise how we issue our requirements. 5. What is the IR35 status of this role? A formal assessment needs to take place but we believe that this will be outside of scope. 6. How certain are you that you'd make an appointment for this role, as we've pursued a role you advertised (Programme Manager) to interview stage only to be told you were no longer going to make any appointments for that role? This is a critical delivery role in the NHS App programme which is at a critical time in its delivery so NHS Digital are confident that subject to a range of high quality candidates being put forward we will appoint for this role. Approvals are already in place to secure funding for this role. 7. You have stated up to £1,000 per day for this position. We have a ceiling on the rates we can submit for the application. Will you consider higher rates from us once we get to the next stages for the opportunity? NHS Digital has set out its budget for this requirement which is an Digital outcome. This is a top level budget due to affordability so there will be no consideration of higher rates. To be clear that this is not one position. 8. Can you elaborate what you mean by ‘Operating at client side and establishing the necessary ‘Ethical Screens’ to operate in the client’s interests at all times’ please? The role will be operating a key role / service within the established NHS App team therefore will have to operate in the best interests of the NHS Digital (the client) and ensure the delivery of the NHS App. It is likely that this role will have responsibility of engaging with other suppliers (potentially including own company) and dealing with certain information that may relate to other suppliers and the wider market, therefore the selected specialist will need to ensure that they operate as NHS Digital and not as any supplier and will agree to sign confidentiality agreements as appropriate. 9. Will the current incumbent supplier be applying? This opportunity is open to all suppliers to apply. NHS Digital is unaware whether the incumbent will apply however it has notified the incumbent that it is out to advertisement. 10. We have a ceiling on the rates we can submit for the application. Will you consider higher rates from us once we get to the next stages for the opportunity? Thanks Our understanding is that the rates have to be in line with the GDS rates for the specific role chosen. Only a certain amount of budget has been approved for this role so NHS Digital would have to consider the rate and budget availability. 11. We are looking to match the day rate you've stated but can't do that via DMP due to a cap on the day rate we can present here. Would you accept a updated rate (not exceeding £1500) quote if we get to the next stage? NHS Digital thought the template chosen would cover the rate for this role. That said it if there is an exceptional candidate, NHD Digital would consider looking at discussing rates at the next stage subject to budget and affordability. 12. We have a ceiling on the rates we can submit for the application. Will you consider higher rates, not exceeding your budget of £1500, from us once we get to the next stages for the opportunity? Our understanding is that the rates have to be in line with the GDS rates for the specific role chosen. Only a certain amount of budget has been approved for this role so NHS Digital would have to consider the rate and budget availability.
