Tender description

NEPO seeks to establish a Framework Agreement for Specialist Professional Services ("NEPRO3"). It is envisaged NEPRO3 will operate as a Neutral Vendor Managed Service vehicle for the delivery of Specialist Professional Services and Consultancy only. The Neutral Vendor will not provide Specialist Professional Services or Consultancy in its own right and must maintain neutrality at all times when selecting suitable suppliers to deliver services under the Framework Agreement. NEPRO3 will replace the existing Specialist Professional Services (NEPRO2) Framework Agreement, expiring 30.11.2019. For avoidance of doubt, NEPO seeks to procure a single provider solution to manage a perpetual supply chain, capable of delivering a full spectrum of Specialist Professional Services and Consultancy requirements. The scope of services covered under NEPRO3 will not include Temporary or Permanent Recruitment. The purpose of this Prior Information Notice (PIN) is to provide advance notice to the marketplace for the future opportunity and the intentions of NEPO to hold market consultation meetings with suppliers to help shape the future Framework Agreement. NEPO are not advertising this PIN as a mechanism to reduce future procurement timescales. The market consultation meetings are advertised openly via this PIN but are to be limited to a practical number. Market Consultation meetings are to take place across the 25.10.2018 and 26.10.2018. Suppliers wishing to register attendance must do so in writing to Laura Blanchard (Laura.Blanchard@nepo.org) by no later than 16:00pm on the 5.10.2018. Each appointment will be no longer than 90 minutes and the time and location of each appointment will be confirmed following the registration deadline. Places will be secured on a first come first served basis and are limited to three representatives per supplier only. Suppliers wishing to attend the Market Consultation meetings should be capable of delivering the full scope of services as required and detailed within section 2.1.4 above. NEPO reserves the right to seek assurances from interested suppliers prior to allocating a place. Attendance at the Market Consultation meetings is optional and does not provide suppliers with an advantage in any future related procurement. Attendance also does not constitute as an intention to tender for any future related procurement. In addition to the market consultation meetings, NEPO also intend to publish a soft market testing questionnaire via the NEPO eTendering portal. The Questionnaire will allow a further opportunity for those suppliers unable to attend the market consultation meetings to contribute towards shaping the future NEPRO3 Framework Agreement design. The soft market testing questionnaire will be made accessible via the NEPO eTender portal.
