Research and Economic Expertise to undertake a Review of the Enterprise Agencies Economic Appraisal Model in Ireland.

The Department of Jobs, Enterprise & Innovation is seeking experts to undertake an independent review of the Economic Appraisal Model for projects supported by the Enterprise Development Agencies in Ireland. The Economic Appraisal Model (EAM) is used in aiding the support agencies in grant decision making. Projects which seek the approval of the support agencies are appraised through a system of appraisal methods. The EAM is one of the methods used in assessing the appropriateness of a support claim. It produces a benefit-to-cost ratio which must be greater than 1:1 in order for a project to proceed. The key role of the model is to identify whether specific supports by the agencies are likely to yield economic benefits in excess of the costs and ensure that the state gets value for money. The overarching goal is to conduct a full review of the economic appraisal model, including an assessment of current appropriateness and options for future development, taking into account enterprise policy objectives. The revision of the appraisal model is a broad analysis and review of all parameters of the model, as well as a detailed analysis of the parameters values and derivations of costs and benefits.
