Tender description

The purpose of this Prior Information Notice (PIN) is to indicate that the Valuation Office intends to conduct a procurement exercise in the near future in order to award a contract to have certain specified Revision work carried out on its behalf in eight Local Authority areas in Ireland. It is envisaged the contract will involve the processing of approximately 7 500 cases likely giving rise to approximately 5 000 Revision outcomes across the following Local Authority areas: Clare, Cork City, Cork County, Donegal, Kerry, Galway City, Galway County and Mayo. This PIN is for information purposes only. It is not a call for tenders, nor is it a commitment to proceed with a procurement competition. It is intended that a call for tenders will be issued in due course. The Valuation Office is an independent Office of State in Ireland and operates under the aegis of the Department of Housing, Planning and Local Government. The core business of the Office is the provision of accurate, up-to-date statutory valuations of commercial and industrial properties from which Local Authorities levy an annual charge known as “rates”. Rates are an important element of Local Government funding. Full details of the role and functions of the Valuation Office are available at www.valoff.ie. A key function of the Valuation Office is conducting “Revision” in relation to the valuation of certain properties. Applications for Revision arise from a material change to an existing rateable property such as an extension, a subdivision or an amalgamation of two or more properties or the development of a new commercial property. The legislation governing Revision is set out in Part 6 of the Valuation Act 2001, as amended by the Valuation (Amendment) Act 2015. The Valuation Office conducts Revision work on an ongoing basis. However, the current workload and demand for services has resulted in an arrear of Revision casework and the Valuation Office intends to engage external resources to augment the Office’s own internal capacity to address this arrear. The purpose of this Prior Information Notice is to indicate that the Valuation Office intends to conduct a procurement exercise in the near future in order to award a contract to have certain specified Revision work carried out on its behalf in eight Local Authority areas in Ireland. It is envisaged the contract will involve the processing of approximately 7 500 Revision applications likely giving rise to approximately 5 000 Revision outcomes across those Local Authority areas. The contractor will be required to undertake the work through all necessary stages of the statutory Revision process. It is envisaged that this will include initial assessment of valuations, issue of proposed valuation certificates, consideration of representations from ratepayers and their agents, issue of final valuation certificates and dealing with all aspects of appeals to the independent Valuation Tribunal. It is intended to conduct the procurement exercise for Revision work in the following Local Authority areas: Clare, Cork City, Cork County, Donegal, Kerry, Galway City, Galway County and Mayo. Reporting to a project board in the Valuation Office, it is envisaged that the contractor will be responsible for the project management, quality assurance and delivery of the contracted services.
