SOG-ITT-For the provision of Data archival and reporting services’ for States’ Tax Administration System (ITAX) and Insurance Register System (SIR)

Tender description

The main Revenue collection systems, ITAX and SIR, are from a different generation of IT systems that employ outdated hierarchical database structures and VME / Cobol based platform technologies. The systems are inflexible and cumbersome and provide little quality oversight, restricting business development. The age of the technology means that few resources are available within and external to the organisation in order to maintain and support the systems. The States are looking to achieve four objectives from this procurement: • A repeatable solution for the provision of all data from the ITAX and SIR legacy systems in a modern format, retaining appropriate context and linkages from the respective originating system; • Provision of data in a modern format which can be used, at a later stage, to acceptance test business rules being replicated by the Revenue Service Programme; • The capability to examine the data for quality and completeness purposes and to enable a quality management approach to be developed; • Explore the feasibility of consolidating data from both ITAX and SIR, to provide a single source of truth that might subsequently be used to populate a future Revenue Service administrative system(s).
