Tender description
Places for People and Procurement Hub are seeking applications from qualified suppliers of professional services who can provide a range of high quality services using a customer focused approach in the publicsector. It is anticipated that the services will be provided by the supplier themselves and via their supply chain of subcontractors and consultants. One service provider will be appointed to the framework. This service provider must have a minimum annual turnover of 25 000 000 GBP along with the experience, scope and capacity to provide all services that may be procured under the Framework as described in the procurement documents on a national basis. The contracting authorities that are permitted to use this framework, but not limited too, are provided withinthe following links http://www.procurementhub.co.uk/eligibility-criteria/ and http://www.procurementhub.co.uk/media/66947/list-of-registered-providers-and-local-authorities.pdf. The principle of the Professional Services Hub is to package a series of services that Places for People and other contracting authority clients require and market the services ensuring quality and value for money allowing a range of contracting authorities to join the Hub and use the services. The core framework will be owned by Places for People. The appointed service provider should be competent in the provision of the services and works listed. Full details of the framework including details, scope, minimum requirements and service descriptions are provided by selecting the following link: http://procurementhub.co.uk/professional-services-framework-information/ Please ensure you read this information to determine the suitability of the project for your organisation based on being in a position to provide all services on a national basis and meet all the minimum requirements before registering for access to the full procurement documents. The services are to include but not limited to: Technical Surveying Services, Cash Flow Modelling, Stock Classification, Asset Management Planning and Strategy, Investment Planning, Repair and Maintenance Health Checks, Resource Planning, Procurement and Partnering Advisory service, Employers Agent, CDM Coordinator Services, Architect Services, Landscape Design, Structural and Civil Engineering Services, Stock Condition Surveys, Fire Risk Assessments, Asbestos Surveys, RDSAP, Energy Performance Certificates, Electrical Testing, Sales and Marketing, Property and Land Valuations, Consultancy and other services detailed in the procurement documents. Bidders must be able to provide all the services above to a variety of project and scheme sizes. One supplier will be appointed to the framework. Places for People have decided to award this multi-discipline framework to one service provider only who can provide all the services on a national basis. The reason for this is that it is complemented by a dynamic purchasing system for Compliance Services which is can be used for specific and/or specialist works on either a national or regional basis depending on Places for People’s or Procurement Hub member’s requirements for a given project. The appointed provider must be competent in the provision of all the services listed. The duration of the framework is intended to last for a period of 4 years. Call-offs may be made in the final year of the Framework Agreement which may extend the durations beyond this period. It is intended that this Framework Agreement will be capable of being used by other Contracting Authorities in UK. This procurement is being undertaken by the contracting authority for itself and as lead authority for the benefit of other organisations set out below as referred to in I.1 (without any obligation for them to participate) of the OJEU notice (and any successor body of any of the organisations listed) and for the benefit of any Contracting Authority that may fall within the geographical remit of this agreement.
