Tender description
Hertfordshire County Council (the “Council”) is carrying out Pre-Procurement Market Engagement (“PPME”) in relation to The Provision of Adult Learning. Further details are in the PPME documentation. The Council will consider the feedback received to help inform the Council’s options and further decision making. For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Council is not committing, at this stage, to carrying out such a process. Participation or non-participation in the PPME shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the PPME shall place any supplier at an advantage in a potential procurement process. Participation in the PPME will be at each organisation’s own cost. No expense in responding to this PPME will be reimbursed by the Council. This is Pre-Procurement Market Engagement only. Hertfordshire Adult and Family Learning Service (HAFLS) is based in the Council and is externally funded by the Education and Skills Funding Agency (ESFA) to deliver accredited and community learning opportunities to learners across Hertfordshire. Within this remit, HAFLS is expected to meet local need and fit with the local priorities of Hertfordshire County Council, the Education and Skills Funding Agency, the Local Enterprise Partnership (LEP) and Job Centre Plus (JCP). To ensure HAFLS’ best fit to local needs, we subcontract a large proportion of the funding we receive to a variety of education and training providers (including colleges, voluntary sector and private organisations) as well as delivering some learning through our Direct Delivery team. Providers offer expertise and reach to learners with most need that HAFLS is not able to match, which means we are able to offer the most effective service for our learners. The government expect the vast majority of funded learning to assist learners on the journey into employment, volunteering and further learning.
