Tender description

Portsmouth City Council (the Council) is inviting expressions of interest from suitably experienced contractors for design and construction of structurally engineered surfacing for the storage of containers at MMD Shipping Services Ltd (MMD) located within Portsmouth Harbour. The costs of the works are estimated at 2.5M GBP inclusive of contractor design costs. The target date for award of contract is 5.2.2019 with works commencing in April 2019 and completion by December 2019. To accommodate future work requirements at MMD and across the Councils wider asset portfolio to a total value of 20M GBP, a multiple contractor framework will be established via this procurement process comprising of the 3-4 shortlisted contractors who submit bids in respect of the initial project. Application is via completion and submission of a Supplier Status Questionnaire (SSQ) which can be obtained from the Council's InTend e-sourcing solution. The SSQ must be completed and returned by 3.10.2018 14:00 Portsmouth City Council — the 'Council' — is inviting expressions of interest from experienced contractors for design and construction of structurally engineered surfacing for the storage of containers at MMD Shipping Services Ltd (MMD) located within Portsmouth Harbour. MMD is a private sector organisation which is wholly owned by the Council. Award of the contract is scheduled for 5.2.2019 and is currently estimated at 2.5M GBP inclusive of contractor design costs. Works may commence from April 2019 and should ideally be completed by the end of December 2019. The Council is running the procurement process in line with the 'Restricted Procedure' as set out within the 'Public Contracts Regulations (2015)' whereby a shortlist of 3-4 contractors devised via assessment of applications in response to this advert will be invited to submit tenders. It is envisaged that the contract will be let via NEC4 Option C — Target Cost with Activities, however the Council reserves the right to switch to a 2 stage open book contracting strategy at any point up to commitment to proceed to the construction phase. Phase 1 of the works will require the contractor to: — Review technical information as part of the tender including: —— Available as-built information on the quay wall construction, —— Ground Investigation factual report, —— Dive survey factual report of the condition of the quay wall, —— Employers requirements and outline design information, — Develop a detailed design of the container park pavement, including drainage, utilities and lighting. — Construction phase: —— Mobilise on site, —— Excavation to agreed depth, —— Drainage works, —— Utility duct placement, —— Increase substation capacity, —— Construct pavement, —— Install lighting. Two further phases of work will be required to provide for a larger continuous area suitable for storing containers. Each phase may cost in the region of 3M GBP and may require delivery within the next 2-4 years. The Council may also require further structural repair and re-surfacing works across its wider asset portfolio and infrastructure within this period. To accommodate future work requirements the Council will establish a multiple contractor framework via this procurement process comprising of the 3-4 shortlisted contractors who submit bids in respect of the initial project. Further works may then be awarded via mini-competition process across all contractors or via direct award on a ranked basis. In the event that one or more of the 3-4 framework contractors is suspended, terminated from or removes themselves voluntarily from the agreement, the Authority reserves the right to invite mini-competition bids from the next ranked contractors formulated at original SSQ assessment. The framework will run on an initial 4 year term but may be extended by up to a further 2 years in the event of delay to the further work phases. The Council is unable to provide any guarantees of further work or give any binding estimates in respect of total value of contracts that may be let via the framework. However, to comply with the requirements of the Public Contracts Regulations (2015) the Council has entered a figure of 20M GBP for total projects let via the framework agreement within the OJEU Contract Notice value field. Application is via completion and submission of a project specific Supplier Status Questionnaire (SSQ) and accompanying documentation by 3.10.2018 14:00.
