West Yorkshire Combined Authority intends to procure further coverage of NGA broadband infrastructure capable of delivering download speeds of at least 30 Megabits per second (Mbps) in areas within its Programme Area where such broadband is currently unavailable, by the end of February 2019. Geographically, the procurement/project covers the five West Yorkshire local authorities (Leeds, Bradford, Wakefield, Calderdale and Kirklees) and the City of York. Geographically, the procurement/project covers the five West Yorkshire local authorities (Leeds, Bradford, Wakefield, Calderdale and Kirklees) and the City of York. The Combined Authority has also considered the ability of the private sector to deliver the project, available resources, and its own capacity and capability to develop its approach to intervention. It decided that the project will use an investment gap funding approach to procure an infrastructure provider. The Combined Authority's priority will be to ensure that the available public funding is used most effectively by ensuring coverage of premises getting relatively slow broadband speeds (<30 Mbps). The Combined Authority received an allocation of £1.11m from DCMS and have an extra 1.7m GBP of gain-share from the WY&Y Broadband Contract 1 for the extension of the NGA broadband. This will be matched to the Combined Authority's ERDF/ESIF bid (2.81m GBP). Additionally, the Combined Authority has applied for 9.912m GBP from the DEFRA Rural Broadband Infrastructure (RBI) fund. There may also be an opportunity to utilise additional gain-share from the previous broadband contracts estimated to be up to 6.3m GBP. In total public funding of up to 21.832m GBP may be committed via the forthcoming procurement.
