Framework Agreement for the Securing of Vacant Houses

Tender description

Kildare County Council (KCC) is the Contracting Authority, and proposes to establish and operate a Framework Agreement for the securing of vacant properties. The services to be carried out under the Framework Agreement are limited to the Social Housing stock and other buildings owned by Kildare County Council. There are approximately 3,700 housing units involved across County Kildare. However this total may be added to at any stage by Kildare County Council. The houses are mostly one and two storey houses of traditional construction with some three storey duplex units and apartment blocks of various sizes. The intention of this competition is to procure a “Multi-Operator Framework” with award by cascade. A Preferred Participant will be retained based on the tender assessment matrix set out in the Brief, and a list of Reserved Participants will be retained should the Preferred Participant be unable to fulfill the works requirements on any given instant, or if they are removed from the Framework due to non-performance. In such cases, Reserved Participant # 2 will be retained as the Preferred Participant either temporarily or permanently depending on the circumstances. Should Reserved Participant # 2 be unable to meet the Works Requirements then Reserved Participant # 3 will be retained as Preferred Participant; and so forth.
