Tender description

This Contract is for the provision of a Software support and maintenance service for Cheshire Fire and Rescue service’s availability, Payroll and rota management system. Gartan Technologies Ltd provide the current software for the system and issue the annual licence for use of the system, which includes support and maintenance. Gartan Technologies Ltd has granted Cheshire Fire Authority a licence to continue to use the software for a further 3 years, with the option to extend for up to 5 years. Under the licence terms only Gartan Technologies Ltd has access to the software source codes to provide the required ongoing support and maintenance. It is therefore the intention to award a contract to Gartan Technologies Ltd under a VEAT notice, in accordance with section 32 b) II of the Procurement Contract Regulations 2015. A contract was awarded to Computacenter (UK) Ltd in 2012 for the provision of the current system under the CCS Framework Agreement RM271. Computacenter (UK) Ltd subcontracted to Gartan Technologies Ltd, who provided the software for the system. Once the system was embedded, Gartan Technologies Ltd issued the annual licence for use of the system, which includes support and maintenance. Gartan Technologies Ltd has granted Cheshire Fire Authority a licence to continue to use the software for a further 3 year, with the option to extend for up to 5 years. Under the licence terms only Gartan Technologies Ltd has access to the software source codes to provide the required ongoing support and maintenance.
