Award of a contract without prior publication of a call for competition in the Official Journal of the European Union Justification for selected award procedure: The procurement falls outside the scope of application of the Directive Explanation: NWSSP Procurement Services hosted by Velindre Trust is seeking to establish an agreement for the supply of NGS Panel for CRUK Stratified Medicine Programme (Phase 2) on behalf of the Cardiff and Vale University Health Board. Specifically the Cancer Research United Kingdom SMP2 NRCC Panels and Trusight Tumor 170 Kits. These products is a small element of the Cancer Research UKs Stratified Medicine Programme (SMP2), which aims to change the UK landscape for delivery of stratified medicine via a ‘national screening to national trials’ approach. The program will focus on the recruitment of late stage metastatic non-small cell lung carcinoma (NSCLC) patients across a number of UK-based Clinical Hubs (CH). Tumour samples will be collected and sent for analysis at one of three national genetics laboratories (Technology hubs (TH)), with the aim to analyse the molecular profile of approximately 2 000 patients per year. The lung cancer focus was a strategic decision as only around 20 % of lung cancer patients are suitable for current licensed stratified therapy regimes, with the remainder of patients forming a number of very small genotype-specific subgroups. This makes the targeting of such populations ideally suited to a large-scale screening approach such as SMP2.
