Tender description

This Contract is for the provision of a Software support and maintenance service for Cheshire fire and rescue service’s availability, Payroll and rota management system. A contract was awarded to Computacenter (UK) Ltd for the provision of the current system under the CCS Framework Agreement RM271. Computacenter (UK) Ltd subcontracted to Gartan Technologies Ltd, who provided the software for the system. Once the system was embedded, Gartan Technologies Ltd issued the annual licence for use of the system, which includes support and maintenance. Gartan Technologies Ltd has granted Cheshire Fire Authority a licence to continue to use the software. Under the licence terms only Gartan Technologies Ltd has access to the software source codes to provide the required ongoing support and maintenance. It is therefore CFA’s intention to award a contract to Gartan Technologies Ltd under a VEAT notice, in accordance with section 32 b) ii of the Procurement Contract Regulations 2015. Competition for this service is absent as, without access to the software source codes of the system, there is no other supplier who can provide this service. Therefore, In accordance with section 32 b) ii of the Procurement Contract Regulations 2015, it is Cheshire Fire Authority’s intention to award a contract to Gartan Technologies Ltd in accordance with this VEAT notice.
