Tender description
Southend-on-Sea Borough Council on behalf of the SEAT programme is seeking tenders from suitably experienced and qualified providers for the provision of cycle hubs across the South Essex area with a strong focus in Basildon, Southend and Tilbury and a cycle loan scheme operating across the South Essex area. The emphasis within these requirements is on access to education, training and employment and wherever possible the schemes should create training and employment opportunities for people in South Essex. The overarching aim of the cycle hubs is to provide a focal point for walking, cycling and sustainable transport within the communities they serve in Basildon, Southend and Tilbury. The placement of the hubs needs to be located near the target audience and be easily accessible. It is envisaged that the hubs are located within premises (particularly the Tilbury hub) but SEAT is open to other options such as a mobile hub(s). The aim of the cycle loan scheme is to provide short terms loans of cycles and cycling equipment. The loan scheme is intended to focus on (but not be limited to) jobseekers and those looking to access education, training and employment.
