Summary of the work Working alongside the MSB Digital Services team, the chosen partner will be expected to deliver the following outputs: 1. Hybrid-Cloud and On-Premise suitability assessment and adoption proposal 2. Business Case and Executive Summary Presentation - including cost models 3. Strategic Programme to deliver the business case - including cost models Expected Contract Length 6 months Latest start date Monday 17 September 2018 Why the Work is Being Done In 2015, NHS England announced that local health and care organisations in Essex will work more closely together. The collaboration included three acute hospitals; Mid-Essex Hospital Services (“MEHT”), Southend University Hospital (“SUHFT”), and Basildon and Thurrock University Hospitals (“BTUH”), collectively known as MSB. In January 2018, under the direction of a single Joint Executive Group, MSB announced the intention to formally merge. MSB highlighted technology as a core enabler to support new clinical and corporate ways of working. Each hospital has their own infrastructures built upon different legacy requirements, leaving a substantial variation between each site's fundamental design and capabilities. Problem to Be Solved The IT Departments of MSB are working closely together as the MSB Digital Services, and have completed a joint strategy of shared technology and expertise. The strategy moves MSB to a Hybrid-Cloud Infrastructure that adopts vendor agnostic cloud services where appropriate and maximises efficiency of on-premise technologies whilst reducing the datacentres footprints. The prefered supplier will bring a wealth of experience and expertise that builds on the strategy by defining the cost and approach to how and what the MSB will; deploy, migrate, adopt and run a Hybrid-Infrastructure, supporting our organisation and it's transformation, and our clinical and corporate systems. Who Are the Users All staff and patients will be impacted by a Hybrid-Cloud Infrastrcuture. Existing Team The supplier is expected to work with the MSB Digital Services team, senior and executive management teams, and the clinical and operational teams. Current Phase Not started Skills & Experience • Hybrid-Cloud and On-Premise Infrastructure Design; IaaS, PaaS, SaaS, Private Cloud, Public Cloud, Co-location, On-premise, and decommissioning current solutions • Full Licensing strategy; from desktop and end-user compute to datacentre licensing model • Integration and application cloud feasibility study (all business applications); considering HL7 TIE strategies that supports core Tier 1 applications that includes PAS, PACS, ePrescribing, Maternity, LIMS, Order-Comms, Theatres, eObs etc. • Collaboration tools feasibility study between ‘nhs.net’, o365 and on-premise exchange with MS Office • Rationalisation and consolidation options of all business applications and physical asset and facilities; disposal and / or redeployment, including reducing the data centre footprint • Network connectivity analysis and re-design that supports resilient access to Hybrid-Cloud model and between locally hosted Datacentres • Providing true mobility and single identity across disparate organisations, considering technologies to support remote working • Total cost of technology ownership study, that includes the costs to deploy migrate and operate a Hybrid-Cloud and On-premise infrastructure. TCO should also show any cost avoidance to the business • Writing of large scale and complex business cases that delivers a flexible strategic programme of works • Full benefit realisation plan to include; the impact on improving clinical practice/patient pathways, patient safety, organisational and operational transformation • Current and future departmental operational model, ensuring current internal and external service levels, and compliance with existing regulations are maintained or improved • Model of a modern and agnostic data warehouse / data ‘Lake’ BI solution, that is not hindered by physical locations • Decommissioning opportunities of multiple physical datacentre footprints whilst improving overall resilience and DR – sweating current technologies where appropriate for most efficient ROI • Designing full back-up and disaster recovery solutions, that are costed for spanning across Hybrid-Cloud and On-Premise infrastructures. • Ability to; start works September 2018, deliver the OBC / Outline Proposals December 2018, and Executive Summary Presentation and FBC for presentation and approval at February 2019 Board • Storage strategy that caters for a variety of latency, response times and retention requirements • Must be able to provide at least one reference site that has undertaken a similar piece of work, at a similar scale • Maintaining and Improving the overall cyber security of digital services, applications offered to the business, the organisations data and physical infrastructure • Designing DevOps environments, tools, processes and technologies including; version control, continuous integration and testing, configuration management and delivery, continuous monitoring and containerisation • Designing strategies for deploying and managing multiple cloud-to-cloud-to-on-premise solutions; eg. AWS hosted TIE, user accessing Azure SAAS Application where master data is hosted On-Premise? Nice to Haves • Programme to be broken down into individual projects with highlevel PIDS, enabling the MSB to deliver packages of work / projects to strategic partners of the MSB • Defining the relationship between projects and highlight all dependencies in the delivery programme • Each project of the programme to have estimated cost of delivery and potential resources required • Clear transition for each project of the delivery programme, describing how skills, knowledge and expertise is shared during the deployment and closing of the project • Show where core benefits of the programme are expected to be delivered to the business • True mobility and single identity should be across three disparate forests for circa~15,000 users, allowing users to access any information, from any system, from anywhere at any time • Experience of working and integrating with the wider regional health economy, supporting STP's etc. • Designing Artificial Intelligence and Machine Learning environments and solutions within complex eco systems using Cloud API’s and ML engines. • Designing rollout plans for endpoint upgrades and Windows 10 deployment, including all modules to meet NHS Digital security guidelines and supporting infrastructure such as InTune and SCCM. • Strategising IoT Cloud and Hybrid-Cloud solutions to collect, store and process data; Demonstrable experience using Gateways, Cloud Gateways, Streaming Processors, Data Lakes. • Transitional plan of the new operational model including where current staff will be trained and potentially accredited to maintain new model and technologies Work Location Mid Essex Hospital Services NHS Trust. Working Arrangments Working arrangements will ultimately be left to the supplier to propose, but there will be an expectation of face-to-face and on-site working. A high level summary is included in the brief, which explains that the MSB would like to adopt a vendor agnostic Hybrid-Cloud and On-Premise Infrastructure across the three hospitals - it is down to the bidder at the end of this piece of work to put forward a proposal as to what is the recommended solution and how the MSB should be adopting it. 3. Current data centres usage and proposed usage. Current application landscape and proposed rationalisation. Working alongside the MSB, the successful bidder is expected to present these requested items back to the MSB as part of the assessment and adoption proposal as per the first listed output.We expect most suppliers would like to do their own detailed assessment of the entire estate, in order to put forward the most effective proposal for rationalisation and consolidation of assets (hard and soft). 4. What is proposed for public cloud, On-premises. Current user breakdown into different business units across all 3 sites Any user migration plans. Current user AD forests across all 3 sites Current licencing levels across all 3 sites Current test environments for all 3 sites Current BCP and DR plans for all 3 sites Current work being undertaken by NHS.net in support of cloud solutions / IaaS, PaaS & SaaS. Current list of NHS software providers used across all 3 sites. Working alongside the MSB, the successful bidder is expected to present these requested items back to the MSB as part of the outputs.We expect suppliers would do their own detailed assessment of the entire estate (including operational plans / BCP /DR etc.), in order to put forward the most effective proposal for rationalisation and consolidation of assets (hard and soft).Detailed user profiling would need to be considered during the developments of the strategic approach as there are many impacting dependencies such as licensing models and the flexibility for supporting the business transformation etc. 5. We would hope that the winning supplier would be willing to bid for future projects off of the delivered programme plan (one of the outputs of this piece of work), almost in recognition of “self-certifying” this piece of work.
