Tender description
The Burma-UK Partnership for Education (BUPE) is a new 5 year DFID programme that aims to support more relevant learning for all Myanmar’s children, equipping them for life after school. The programme will support Government of Burma, Ministry of Education and local/ethnic authorities and other non-state actors to make the education system in Burma more accessible, better in quality and more inclusive. The high level need of this component of the education programme is to supply teaching skills capability development to teacher educators, increase awareness about inclusivity in education and contribute towards a Continuous Professional Development programme for teacher educators linked to national teacher education reforms. The suppliers will also need to increase the capability of teacher educators to monitor and evaluate and use research effectively, and facilitate links between educational institutions and improve the overall professional development of the teaching practice. Additionally the supplier will be required to build the institutional capacity of the Department for Education in providing strong inclusive education development and reforms. Where possible and relevant, the supplier shall include management staff of the Teacher Education Institutions and principals and teachers of practising schools in the provision of support activities to teacher educators. AERS is to provide responsive and strategic technical support to the Ministry of Education in the development and, with a focus on the development and roll out of national assessment reforms as set out in the National Education Strategic Plan (NESP). This will contribute to BUPE’s expected impact of supporting more relevant learning for all Myanmar’s children to equip them for life after school, and specifically on the following two BUPE outcomes. It is also expected that BUPE AERS will contribute to achievement of Myanmar’s NESP impact goal and transformational shifts. The Evaluation, Evidence and Learning component (EELC) are to provide a robust evaluation of the delivery components of BUPE and to generate evidence and learning to inform component delivery and associated policy implementation. The high level requirement is for a supplier/consortia to provide technical monitoring, evaluation and research services. They will be required to design and carry out an independent evaluation of the Burma-UK Partnership for Education (BUPE) programme. As part of the evaluation the supplier will be expected to produce evidence/research to inform programme delivery and policy implementation. They will also support the other components of BUPE to deliver their monitoring systems and to engage in lesson learning and adaptation.
