Tender description
The requirement of the authorities is to establish a consultancy Framework Agreement in which is can call off the skills and resourced of external consultants when the need arises. The Authorities may use this Framework Agreement where there may be areas of uncertainty or where the Authorities lack the internal capability or capacity to provide this type of resource. The use of consultancy advice and resource will be mainly for the commissioning of internal projects to ensure effective service delivery of the Authorities’ transformation programme. The authorities have undertaken a substantial amount of transformation related projects in a range of different service areas. This Framework Agreement will provide support in the following 3 key areas and will be divided into Lots: — Lot 1: Information technology, — Lot 2: Human resources, — Lot 3: Business improvement and change management. — Provide ICT leadership in the form of strategic and operational ICT advice and development of the internal ICT function. — Provide advice on any changes, updates or impacts in the ICT market, including any future updated on legislative changes in the ICT industry. — Development and refresh of the ICT Strategic vision and future plan • Provision of gateway reviews for strategies, programmes and projects. — Analysis of current systems and solution shaping to provide a detailed options appraisal. — Analysis and ability to shape the ICT business architecture of the Authorities. — Development of viability studies for potential systems. — Technical analysis of systems and processes. — Economic Benchmarking of systems on the market. — Analysis of the Costs and Benefits of different ICT systems and solutions. — Recommendation of preferred solution. — Building and drafting requirements specification for procurement exercises. — Provide technical expertise to support ongoing ICT projects. — ICT project management and support including business analyst resource and specialist project managers. — Support the ability of Cherwell and South Northamptonshire to sell services to third parties including other public sector bodies, private organisations and those in the third sector. The Authorities reserve the right to require the service provider to provide all or any part of these services to contracting Authorities named or described below: All district, county and unitary authorities in Oxfordshire and Northamptonshire, including current and future reiterations of. Contracting authorities within the scope of this procurement also include the following: — Any corporation established, or a group of individuals appointed to act together, for the specific purpose ofmeeting needs in the general interest, not having an industrial or commercial characters, and: a) financed wholly or mainly by another Contracting Authority listed in this this specification; b) subject to management supervision by another Contracting Authority listed in this specification; c) more than half of the board of directors or members of which, or, in the case of a group of individuals, more than half of those individuals, are appointed by another Contracting Authority listed in this Specification; or d) an association of, or formed by one or more of,the contracting authorities listed in this specification. — The current list of Companies includes, but is not limited to: a) A Services Teckal Company; b) A Trading Company; c) A Housing and Regeneration Company; d) Graven Hill Village Development Company Ltd, Graven Hill Village Holding Company Ltd, Crown HouseBanbury Ltd, CSN Resources Ltd, CSN Associates Ltd. — Provide HR leadership support and advice for the Authorities. — Advising on the staffing recruitment policy and strategy. — Organisational development and training. — Leader and provide project support on HR driven projects and programmes. — Provide Performance management. — Employee counselling services. — Leading on the employment issues. — Lead and support organisation change redesign. — Providing advice on organisational conformation with applicable HR related updated to legislation and national policy. — Creating employee training and organisational development programmes. — Provide the Authorities with HR related tools, equipment and materials. — Developing and implementing health and safety policies. — Provide and develop HR software and ongoing support for the Authorities.
