Tender description

The expected outcome from this Market Test is: 1) To alert the supply base as to this upcoming procurement; 2) Gain a measure of potential interest in this procurement; 3) To obtain information relating to the project constraints that we should factor into the procurement, to drive the best possible process and result in the context of the supply market capability and capacity. The SMT questionnaire is available via ProContract here: https://procontract.due-north.com/Advert/Index?advertId=25c3156d-9d90-e811-80ed-005056b64545 A Soft Market Testing exercise is being undertaken by the Authority to influence and help shape the procurement of two multi-lot, multi-disciplinary framework agreements for Highways works. One framework for core reactive works (c.£3.5m-4m p.a. LCC spend) the other for planned capital programme works (c.70 000 000 GBP p.a. LCC spend). Initial intention is for Lots to be banded by value for planned works and possibly discipline and value for core reactive services (depending on intelligence gathered by this SMT). The number of prospective suppliers appointed per Lot on each framework to be decided. The frameworks will cover all general disciplines and services most frequently used by local highway authorities when ordering and undertaking highways related term service and works activities. Tendered Schedules of Rates, Bills of Quantities and Method of Measurements to align with either The HMEP: Standard Form of Contract for Highway Maintenance or the Manual of Contract Documents for Highway Works (MCHW). It is envisaged that the frameworks will adopt the NEC3 or NEC4 contract document sets as the form of contract. The Authority are exploring options for access by other authorities in the Liverpool City Region Combined Authority. The tenders are forecast to run from late August through to November/December with contract award forecast for early 2019. It is planned to follow a two stage Restricted OJEU procedure with an initial Pre-Qualification stage followed by an Invitation to Tender stage for shortlisted bidders. Prior to formally engaging with the market through a competitive tender the Authority are seeking the views of the (local) supply base with a view to influencing structure and approach of the procurement of the two framework agreements.
