Tender description

NHS Arden and Greater East Midlands CSU (AGCSU), on behalf of NHS England Midlands and East (Central Midlands) and East and North Hertfordshire CCG (the Commissioners) under joint commissioning arrangements, is inviting suitably qualified and experienced providers to deliver Primary Care Medical Services at Sollershott Surgery, Letchworth Garden City, Hertfordshire, SG6 3JW. The Commissioners are looking for a provider to deliver: — High quality, patient-centered and value for money (VFM) Primary GP services, delivered in a safe and effective manner. — Primary Medical Services including Essential, Additional and Enhanced Services. The Commissioners are seeking to identify the providers who will deliver GP Services for patients in Letchworth Garden City under an Alternative Primary Medical Services (APMS) contract only. The successful Bidder will need to demonstrate that they can deliver service(s) of a continuously high-quality and will be responsive to the needs of the local population. The Provider will be assessed on an on-going basis to ensure they deliver the quality required. The services must be GP led and provided by GPs, Nurses and other clinical professionals or healthcare workers. The Provider will be expected to: — provide primary care services which will be accessible, convenient and responsive. — deliver all services throughout core hours (Monday to Friday 8 am - 6:30 pm). — design services around the needs of patients and carers, ensuring they are offered more choice and have a greater say in their treatment. — have processes in place to evaluate and continually improve the patient satisfaction. — have processes in place to engage effectively with the local communities. — participate in Quality and Outcomes Framework (QOF). — be eligible for and expected to provide all Enhanced Services, remunerated in line with the relevant directions as specified by the commissioner on an annual basis. — promotion of healthy living with the aim of tackling the underlying causes of ill health. As a result of this procurement exercise, an agreement will be established with the successful Bidders for a period of 3 years, with the Commissioner having the option to extend the Contract for up to a further 2 years (maximum contract period 5 years). The current contracts for the service will end 30th June 2018 and as a result, the successful Bidders is expected to be fully operational by 1st July 2018. The actual patient list size was 5208 (October 2017). The commissioner believes that there is a significant opportunity for practice development and to increase the patient list size. The anticipated financial envelope for Sollershott is approximately £2,445,973 over the lifetime of the contract (5 years), with the opportunity to earn extra income via QOF and CCG GP Enhanced Commissioning Framework. Transitional funding will be available in the 1st year. This opportunity will be open to the entire market, including the current providers. As this tender is for existing services, the services must be fully operational by the service commencement date of 1st July 2018 in order to ensure continuity of care for patients. The Commissioners would particularly welcome interest from forward-thinking prospective providers wanting to deliver primary care services in a different way, working with the Commissioners and using the various significant support streams available and opportunities for local partnership working. East & North Herts CCG has substantial support programmes and resources in place to support clinical quality improvement, workforce development and the technological solutions designed to release clinical time and enhance efficiency. It is envisaged that TUPE will apply. The contracting authority intends to use the eTendering system in this procurement exercise. Please see 'Additional text' below on how to register.
