Tender description

Sunderland City Council and its partners the Football Association, Durham County Football Association Ltd, and The Foundation of Light have identified three sites in Sunderland for development into Football Hubs, as part of the Football Association, Sport England and The Premier League’s “Parklife” project. The Project will support sustainable grassroots provision in the City with investment in strategic sites with Artificial Grass Pitches, grass pitches and ancillary facilities that can support extensive training and match play, as well as coaching, education and Football Development initiatives. The Council, procuring in partnership with the newly incorporated Sunderland Football Trust, is seeking to procure an operator to manage the Football Hub facilities. Construction of the Hubs is not in scope of this opportunity. The concession is to be awarded to one operator, who will be required to enter into contracts with the Council and Sunderland Football Trust in respect of both Lots. Sunderland City Council and its partners have identified 3 initial sites in Sunderland which are to be developed as Football Hubs, as part of the delivery of the Parklife project. The Sunderland Parklife scheme focuses on the development of these football hub sites; Northern Area in Washington; expansion of the Community North site in Downhill; and the Ford Quarry site. The proposed contract is divided into lots. Lot 1 will include the operation and management of the Northern Area and Ford Quarry Hubs, with the contract for Lot 1 to be entered into between the Contractor and the newly incorporated Sunderland Football Trust. Contractors should note that both concession lots will be awarded to a single preferred bidder, who will be required to enter into contracts with the Council and Sunderland Football Trust in respect of both of the aforementioned Lots.
