UK Shared Business Services Ltd on behalf of the Contracting Authority is putting in place a Contract for the purchase of climate impacts between 1.5C and 4C of global warming. The overall aim of this research programme is to support the UK’s international climate policy objective of increasing global ambition for mitigation to meet the internationally-agreed long-term global temperature goal of the Paris Agreement of the United Nations Framework Convention on Climate Change (UNFCCC). The Contract duration shall be for a period of 18 months. It will do this by improving UK and international understanding of the implications of (1) not meeting current nationally-determined contributions and (2) failing to increase current mitigation pledges sufficiently to put the world on a pathway consistent with the long-term temperature goal. Consequently, it is anticipated that the project will identify the benefits and avoided impacts of stronger action. This research programme aims to fill existing knowledge gaps surrounding the impacts of a global temperature increase of between 1,5º C and 4º C in terms of the environmental, economic, and societal impacts of climate change. The analysis will target regions and countries of interest to international climate policy teams, including Brazil, China and India, as well as three others to be determined in consultation with policy teams. In particular, the research will focus on a few key sectors, including food security, water availability and security, health impacts of heat waves and extreme temperatures, and impacts to supply chains and trade choke-points, and imported impacts (for example, impacts to the UK caused by food price shocks elsewhere). All submissions will be assessed in accordance with the Public Contracts Regulations 2015, for procurement values that exceed Regulation 5 (Threshold amounts).
