Tender description

This is a Prior Information Notice and not a call for competition. The Authority is seeking to enter into contracts with multiple service providers for the provision of Transport Coordination Units who act as agents of the Authority in managing the delivery of the Rural Transport Programme (brand name Local Link). The Authority wishes to provide information about the existing Rural Transport Programme to interested parties and to ascertain the market’s views on its proposed approach to the procurement of the Transport Coordination Units. The Authority reserves the right to alter the timing, content and nature of any competition at its discretion. This is a prior information notice and not a call for competition. The purpose of this market consultation is to allow NTA identify market views, capacity, capability, and appetite in order to support its procurement strategy for the management of the Rural Transport Programme, and to invite interested parties to a presentation which will provide information about the existing programme arrangements. This presentation will take place on 9.8.2018 –venue to be confirmed. Interested parties are invited to submit a brief summary (maximum of 2 pages) detailing contact details, and their company’s expertise, capabilities and experience in delivering services similar to those required for the delivery of Local Link services. Summaries should be submitted by email to procurement@nationaltransport.ie no later than 27.7.2018. The NTA will provide further information on the role of Transport Coordination Units at the presentation. This information will also be uploaded to www.etenders.gov.ie following the presentation. The Authority is seeking to enter into contracts with multiple service providers to provide the following: — The management of public transport services contracts on behalf of the Authority, for both scheduled services and demand responsive services developed in response to local needs, — Transport planning services, including the preparation of annual transport plans in partnership with other key stakeholders, — Identify opportunities for improved coordination and integration of rural transport services at local, regional and national level. — Identify gaps in rural transport service provision and plan how best to address unmet needs in a rural transport context with a particular focus on addressing rural social exclusion, — Provide a booking/dispatch service using the Authority’s web-based booking system – ITMS (Integrated Transport Management System). — Marketing and promoting the Local Link brand at a local level, — Ensuring compliance with the Authority’s governance and financial management requirements. The Authority reserves right to invite some, but not all interested parties to this presentation. Not responding to this market consultation shall not preclude any potential tenderer from any future competition arising from this prior information notice.
