Tender description

The project scope includes, but is not limited to, the supply, installation and operation of approximately 88 electric vehicle charging points in West Yorkshire, to be spread across 5 West Yorkshire local authority areas. The supplier will be responsible for (among other things) identifying sites, preparation work, installation of charging points, DNO connections, operation and maintenance and provision of data. Each charging point must be capable of simultaneous charging of two vehicles of any type, with one of the 2 charging bays reserved for the use of taxis. The supplier will be required to adhere to a maximum cap on the tariff to be charged to users for the first 3 years, and to offer a discount to taxis. Both tariff and discount % are to be bid as part of the procurement process. The Combined Authority intends to award a single supplier framework agreement for the provision of the charging points and associated services including data provision. Each of the 5 West Yorkshire Partner Councils (as listed in VI.3) will be entitled to call-off a 10 year concession contract with the supplier. Grant funding is available to cover a maximum of 75 % of the initial capital costs of installation for charging points that are fully operational by 31.3.2020. All other capital costs, and all operational expenditure, shall be borne by the supplier. The Combined Authority and the Partner Councils wish to ensure that the concession contract arrangements will deliver social value, including through engaging with local educational establishments, development of apprentices and trainees, developing the workforce and supporting environmental policies.
