Tender description

The Financial Conduct Authority (FCA) is launching a procurement for a social media analysis platform with its existing contract coming to an end in March 2019. The FCA is seeking the best value and most effective option for providing access to social media and other relevant content through a Software as a Service (SaaS) social media analysis platform. This procurement is for the provision of a platform, implementation services and support services throughout the contract term. The FCA is looking for a supplier to support its continuous intelligence monitoring by providing a searchable platform of social media and other relevant content to facilitate the research into, and monitoring of, relevant financial services sectors and firms. Outputs from the Platform will be utilised – and blended with other data sources – to produce intelligence assessments on relevant issues. The Platform will also support monitoring of the FCA’s own social media presence. This will include, but is not limited to, measuring the level of impact and effectiveness of the FCA’s own social channels, for example measuring the extent to which posts and campaigns receive engagement from stakeholders in the social space. The Platform will support activities around advanced analytics and the development of FCA-wide capabilities to support a more analytics-led regulatory approach, primarily through the use of social media data to support compliance requirements and obligations, and to identify potential harm in both the regulated and unauthorised worlds. Key requirements will be the ability to search using keywords and phrases across multiple social media sites; to refine search parameters if required; and the delivery of results either for analysis within the Platform, or via an exportable file-type for use by users across the FCA. Searches undertaken would be both of regular and ad-hoc nature. The selected service provider will be expected to provide a SaaS Platform which meets all of the mandatory FCA requirements, to fully implement, configure and onboard FCA users within the timeframes set by the FCA, and provide support services throughout the contract term of 2 years, with up to 2 optional 1-year extensions.
