Summary of the work The DII Programme requires a supplier to design and develop a web-based DII assessment tool, based on an exisiting assessment framework developed within policing. This will enable self-assessment by police force staff and provide a view of the ""as-is"" DII capability to support strategies, action plans and investments. Expected Contract Length 2 years Latest start date Monday 4 June 2018 Why the Work is Being Done This work is being conducted to provide policing and partners with the ability to constantly assess the current "as-is" state of Digital Intelligence and Investigation capability within police forces. A national Target Operating Model has been developed to provide the future "to-be" state. Both products will be used to identify capability gaps now and in the future in order to target investment in transformational capability for policing efficiently and effectively. Problem to Be Solved Support UK Police Forces and their stakeholders by providing them with the ability to assess their force DII maturity and capability in a nationally consistent way. Provide the National Police Chiefs Council and partners with the ability and information to consistently and constantly assess DII capability and requirements at a national level to support targeted investment. Who Are the Users As a - I Want to - In order to Senior Police Officer - understand where my Force is against a national DII standard - set force digital vision, make informed change decisions and align resources. PCC - Understand my Forces’ Digital Capability - Understand the service offered to the public and make informed investment decisions National Programmes - Analyse current Force capability against national benchmark - Identify best practice, capability gaps and transformation paths Operational Users - Understand the digital capability of my force - Understand who does what, how they do it and when/how to utilise the resource. Work Already Done The progress to date on the development of the National DII Target Operating Model and associated continuous improvement model will be detailed in Stage 2. The ""Crystallise"" Proof of Concept Project that provides a starting framework for DII capability assessment within forces will be further described in Stage 2. Existing Team The Supplier will be working within a mixed client and supplier delivery team. Current Phase Discovery Skills & Experience • The Supplier must be able to start design and development from the 4th of June 2018 • The Supplier must have proven experience of iterative delivery of web based applications using AGILE methodologies within the past 18 months • The Supplier must have experience of working with the HM Government Digital Service Standards • The Supplier must have a proven track record of rapid development under agressive timescales within the past 18 months • The Supplier must demonstrate proven experience of working in partnership with programmes and end user communities to achieve the outcomes of those client programmes • The Supplier must have experience of working with Police, Security and Justice clients within the past 24 months • The Supplier must have experience of delivering web based applications that provide business intelligence to the client organisation • The Supplier must have exeprience of developing web based tools thast underpin, support and provide evidence for organisational action plans to be created by the client • The Supplier must have experience, within the past 18 months, of delivering web based applications providing dynamic and easily updateable client organisational knowledgebase, for example, standards, policies, guidance etc. • The Supplier must have experience, within the past 12 months, designing and delivering of organisational dashboards and reporting based on the completion of assessments undertaken by the client organisation • The Supplier must have experience of delivering web based applications that provide dynamic and easily updateable content management for the client to maintain as required Nice to Haves • Proven experience in Managing Successful Programmes (MSP) practice and methodology. • Experience within the past 24 months of working with national government programmes. Work Location The Supplier will primarily work on its own premises however will travel as required to attend key meetings, stakeholder engagement events etc. at the client's premises (London Victoria SW1, this location may change) or other locations as defined by the Client. Working Arrangments The Client is recruiting an AGILE Project Manager to provide client-side delivery and engagement with the supplier. This PM will provide the supplier interface to DII Programme, operational user community and training partners. The supplier shall align to the HM Government Digital Service Standards and deliver alpha, beta and live releases for assessment by end user community, training partners and the DII Programme. Design & Development will take place on supplier premises but releases must be made available to the PM and end user community. The supplier shall make themselves available to attend key meetings at request of the programme. These changes won’t require formal contract changes but require the Buyer and Supplier to agree these changes. The Buyer is receiving government funding to support this programme and may require the Supplier to assist it to comply with the funding terms as regards such matters as reporting. Can you please confirm the structure of the client team working on this project alongside the agile project manager? The supplier will be working alongside the Client side Agile Project Manager who will be working within the Programme Team consisting of Programme Lead, Programme Manager, Capability Leads and PSO. The programme is part of a portfolio which provides matrix managed Business Analysis, Information Assurance, Technical Assurance, Comms etc. The supplier is only required to provide design and development services. 2. You mention the agile project manager will provide client-side delivery and engagement with the supplier. Whilst this is useful, this needs to happen alongside user research and workshops with key stakeholders. Can you confirm how this will be facilitated? The Project Manager will provide a central point of co-ordination for the programme in order to facilitate ongoing engagement with relevant stakeholders in the form of workshops, method presentations etc. to ensure the supplier is provided with the information needed. We would welcome suggestions from suppliers that will document the way in which they would work with this structure to facilitate delivery. 3. We have completed substantive development project(s) for Criminal Cases Review Commission and various high profile public bodies. Would our related experience suggest we are eligible to apply? The essential criteria stipulates that "the Supplier must have experience of working with Police, Security and Justice clients within the past 24 months." As such, experience working for the Criminal Cases Review Commission would suggest eligibility to apply, as long as this experience is within the past 24 months. 6. Essential requirements do ask for “The Supplier must have experience of working with Police, Security and Justice clients within the past 24 months” Our latest experience dates back to 2014/15. Do we still qualify? Previous experience working with Police, Security and Justice Clients within the past 24 months is deemed to be essential. To ensure all bidders are treated fairly, the experience must be after April 2016. Any bidder that fails to meet one or more of the essential criteria will not proceed further in the procurement process. 7. Approximately how many users will input data into the tool? In its initial phase of use, we anticipate approximately 80 - 120 users will be trained to input data into the tool. We expect this to grow over time, but we don’t anticipate that this will be the level of concurrent users. 8. Approximately how many users will use BI reports and dashboards? We estimate that the number of concurrent users using the dashboard / BI reports at peak will be approximately 200. Depending on uptake this may need to be increased in the future. 9. What is the security classification of the tool? We anticipate that the aggregate of information entered by local police forces will be classed as official sensitive.
