Why the Work is Being Done The Home Office has a number of large programmes of work ending through 2019/20 that will require a standard, reliable and scalable systems architecture. The development of Enterprise Services platform capabilities will allow for the service transition from project and programme activity to a centralised core capability to provide; • Consolidated operations to provide holistic security and operational perspective on the systems landscape. • Optimised platform capabilities to converge cost, capability and platform services. • Reliable and assured operations with a reduced technology diversity, investment in standardisation and service integration. Problem to Be Solved Enterprise Services requires modernising to meet the needs of a modern application development and GDS driven technology landscape. The current application development practices and patterns lend themselves to a highly autonomous, software defined and integrated platform. The technology estate being used for platform development is a step change for the current operations teams and a level of transformation is required to; • Address the technology capability to support newer platforms. • Address processes and procedures to reduce friction in the deployment of systems and change. • Align technical strategy for data platforms. • Automate ITIL processes and integrate security services. Who Are the Users Users of internal and external facing Home Office systems and services. Early Market Engagement Work Already Done The Home Office has undertaken a process to articulate our Cloud Strategy and also position digital platform development as a strategic service. The successful supplier will have access to the strategy deliverables and digital platform assessment. The Home Office is running an Enterprise Service Transformation programme that has defined the vision, aspiration and changes required to develop our people, processes and technology. Existing Team The Home Office has a small team (1 FTE) performing this role today. The scope requires expanding to support the addition of service change implementation, data centre build support and business analysis. The successful supplier will be required to work collaboratively with other suppliers, civil servants and contractors. Current Phase Not applicable Work Location Croydon with occasional travel to Manchester, London, Liverpool and Southport Working Arrangments Must be available on site to meet the requirement for stakeholder engagement activities. Security Clearance SC or the ability to be cleared to SC level. Additional T&Cs Travel (not subsistence) payable for travel outside the M25 and in line with Home Office travel policy. Skills & Experience (1%) Experience working with organisations in implementing governance on public cloud. (1%) Experience with and an expert knowledge of Micro services architecture patterns (1%) Experience with and an expert knowledge of GDS cloud guidance and practical steps to implement. (1%) Experience with and an expert knowledge of Security control requirements (1%) Experience with and an expert knowledge of Big data technologies (1%) Experience of the operation of S* and O* facilities (1%) Experience of a policy led organisation and the challenges with reacting to, and implementing, change. (1%) Experience working with an ITIL driven organisation and the challenges with integrating ITIL and DevOps practices. (1%) Experience in building and configuring systems within data centre facilities such as storage systems, private cloud infrastructure, network infrastructure. (1%)Experience of a disaggregated supplier environment and an understanding of the commercial models and mechanisms to drive service quality without introducing quality or service risks into the HO supply chain. Nice to Haves Experience in understanding how to operationalise systems through software integration into ServiceNow. Organisational Change Management experience.
