Tender description

This TOR relates to the implementation of awareness-raising activities themselves, which primarily is focused on Result 4, though there are overlaps with Results 3 and 5. The objective is to deliver bespoke awareness-raising solutions in C4’s focus countries, which will support C4’s overall strategic objective focused on numbers of migrants who are aware of their migration and livelihood options. BMM is a 3 year programme designed under the Khartoum Process, operating across the Horn of Africa region (HoA). It is funded by the EU (40 000 000 EUR) and GIZ (6 000 000 EUR). The British Council is the implementing partner for Component 4 (C4) which is focused on awareness-raising. C4’s objective is to provide migrants with information, tailored to their and their context’s specific characteristics, that will allow them to make better informed choices about migration. The focus is primarily on increased safety, and also includes alternative livelihood options. C4 is structured around five sequential results. The first result is a regional scoping research report, which was completed in 2017. The 4 following results are sequential, and will be conducted in each target country in turn: — Result 2: Intervention strategies developed for each priority geographical area, — Result 3: CSO capacity, capability and knowledge on migration issues improved, — Result 4: Target groups are better informed about their migration and livelihood options, — Result 5: Lessons learned and best practice shared. The work of C4 focuses on civil society as the key aspect for how awareness-raising should be delivered, and how to make this sustainable. C4’s work is furthest ahead in Ethiopia. Sudan will be the second target country. Somalia may be the third target country, to be confirmed later this year (2018). These are the ‘focus countries’ referred to below.
