Tender description

N.B. Now referred to as: Safer Bus Driving Training for Bus Drivers and Bus Driving Instructors. The scope of this procurement includes: 1) Design of an engaging and impactful one-day safer bus driving training course for bus drivers 2) Design and delivery of 8-12 train-the trainer courses so the safer bus driving training course can be delivered by the bus operators’ classroom based trainers (circa 80) to the drivers. 3) Design and delivery of 10-15 interactive one-day safer bus driving workshops to bus driving instructors (circa 220) who are based in bus training vehicles. 4) Provision and maintenance of technology-enabled training aids, such as Virtual Reality throughout the programme. 5) Manage the programme and provide ongoing trainer and technology support throughout. In his newly published Transport Strategy (https://www.london.gov.uk/what-we-do/transport/our-vision-transport/mayors-transport-strategy-2018) the Mayor has made clear that loss of life and serious injuries on London’s roads are neither acceptable nor inevitable. TfL has now adopted Vision Zero for London, with a target of zero deaths or serious injuries by 2041. For buses we have even more ambitious targets: (a) 70 % reduction in the number of people killed or seriously injured in, or by, buses by 2022 (against 2005-09 baseline); (b) No one killed in, or by, a bus by 2030. In 2016, 11 people were killed in collisions with London buses and 155 were seriously injured. Meeting the Vision Zero targets will require a huge step change in effort for all responsible including TfL planners and engineers, bus operators and drivers. The new approach to safer bus driving training will build on the existing and various safer bus driving training course activities currently delivered by bus operators. It will go further, challenging perceptions and behaviours to contribute to a culture shift, along with a range of other bus safety programme initiatives towards safer driving. In summary, the procurement is for a single contract to deliver the high level requirements outlined at II.1.4 above to help progress towards the Vision Zero for London.
