Tender description

Plymouth City Council (PCC) as the lead Contracting Authority is putting in place a Dynamic Purchasing System (DPS) in association with Independence Brokerage Services CIC (trading as Independence CIC (INCIC) for use by public sector bodies identified at:http://www.incic.org.uk/eligibility-criteria-armi-dps/ A number of public sector bodies are also Housing Authorities; Housing Authorities have a statutory duty to provide Disabled Facility Grants (DFG) for qualifying grant applicants under the Housing Grants, Construction and Regeneration Act 1996. The main purpose of this procurement is to facilitate Adaptations, Repair, Maintenance and Improvement (ARMI) to restore or enable independent living for individuals and their families. This DPS is split into Lots and is designed to facilitate the Contracting Authority’s and other public sector bodies current and future needs to arrange ARMI for their self and grant applicants. The Lots for this procurement are set out in this Notice. This procurement is being undertaken by Plymouth City Council as the contracting authority. PCC will be using the DPS to meet its requirements with respect to Adaptations, Repairs, Maintenance and Improvements. This DPS is for use by UK public sector bodies, identified in detail in the urls below (and any future successors to these organisations) but not limited to. Providers will need to provide the Goods, Service and/or Works (if applicable) to meet the varying requirements of the Lots and PCC as well as other organisations. Economic operators (referred to as Providers) who apply and wish to be considered for admission on to the DPS must register, answer and pass the Standard Selection Questionnaire (SQ)as well as agree to and sign DPS terms and conditions. Providers should be able to demonstrate they have the appropriate level of knowledge and skill required and are able to evidence that they possess the appropriate level of experience. Providers who pass the SQ and sign the DPS terms and conditions will be required to commit to on-going checking, monitoring, development and training of their direct employees and/or subcontractors that are employed to carry out work for vulnerable Clients. The DPS will be conducted as a two-stage process as follows: - Stage 1- All Providers who pass the selection criteria for the Lots applied for will be admitted to the DPS as a Provider for those Lots and the geographical areas that they identify they wish to perform work in. Public Sector bodies using this DPS may vary the tender return period for each call for competition to less than 10 days. — 1 - Bathroom Adaptations & Associated Building Works To include work such as removal of bath/shower cubicle, creation of level access shower area using proprietary equipment, shower screens (carer screens), shower curtain rail and curtain, slip resistant safety flooring, tiling, shower unit, grab rails and proprietary shower seat. Works may also include remedial work to facilitate the installation of adaptations, such as carpentry, plumbing and electrical work. This lot may also allow for the inclusion of specialist equipment within a bathroom such as wash/dry WC and specialist baths (where the supplier may be nominated). Lot also includes for all statutory permissions and all making good. Lot may also include all equipment and installations to be explained and instruction provided on its operation to the end user and their carers. Award criteria will be set by the Contracting Authority conducting the call for competition and may include: - i) agreement to a Schedule of Rates (SOR) based on market engagement and historic cost data, local trade rates and market available product prices. Prices may be varied, reviewed and updated on an on-going basis as set out in each call for competition. ii) Quality and/or Grant recipient choice. Shower cubical may include other sanitary items such as WC and wash hand basin. Lot also includes for all statutory permissions and all making good. Lot may also include all equipment and installations to be explained and instruction provided on its operation to the end user and their carers. Lot includes all preparation work, construction phase protection, ground works (including suitable foundations etc), construction of access works, adequate edge protection including handrails (of appropriate material, e.g. galvanised metal, timber). Hardstanding’s to incorporate appropriate structural tolerances for vehicle as required, all statutory permissions and all making good. Lot may also include all equipment and installations to be explained and instruction provided on its operation to the end user and their carers. All works to include any remedial work required, e.g. moving of radiator, carpentry works, removal of handrails and all making good. Lot may also include all equipment and installations to be explained and instruction provided on its operation to the end user and their carers. Potential providers are to note that the grant recipient may give approval to the Contracting Authority and/or an agent to manage the adaptation project on their behalf including appointment of the provider. This procurement is being undertaken by Plymouth City Council as the contracting authority. PCC will be using the DPS to meet its requirements with respect to Adaptations, Repairs, Maintenance and Improvements. This DPS is for use by UK public sector bodies, identified in detail in the urls below (and any future successors to these organisations) but not limited to: Links to the identities of these organisations: www.incic.org.uk/eligibility-criteria-armi-dps/ PCC and other public sector bodies will be seeking to appoint suitably skilled Providers that consistently meet the high standards required byPCC and approved user Authorities in the ARMI sector and their Clients. Providers will need to provide the Goods, Service and/or Works (if applicable) to meet the varying requirements of the Lots and PCC as well as other organisations. Economic operators (referred to as Providers) who apply and wish to be considered for admission on to the DPS must register, answer and pass the Standard Selection Questionnaire (SQ)as well as agree to and sign DPS terms and conditions. Providers should be able to demonstrate they have the appropriate level of knowledge and skill required and are able to evidence that they possess the appropriate level of experience. Providers who pass the SQ and sign the DPS terms and conditions will be required to commit to on-going checking, monitoring, development and training of their direct employees and/or subcontractors that are employed to carry out work for vulnerable Clients. The DPS will be conducted as a two-stage process as follows: - Stage 1- All Providers who pass the selection criteria for the Lots applied for will be admitted to the DPS as a Provider for those Lots and the geographical areas that they identify they wish to perform work in. There will be no limit on the number of Providers that may join this DPS for each work category (Lot) and geographical areas. Stage 2-IndividuaAl work contracts will be awarded in this stage. Contracting Authorities using the DPS will issue Calls for Competition to all Providers on the DPS in their chosen Lot(s) and geographical area(s). Public Sector bodies using this DPS may vary the tender return period for each call for competition to less than 10 days. — 20 - Case Management Service Lot to include service such as provision of advice and support with applications for Disabled Facilities Grants, and other funding streams, alternative housing options, and working creatively to identify appropriate housing solutions for individual customers. Service may also require information and advice to customers on income maximisation, including welfare benefits and other sources of financial assistance (including charitable trust grants and loans) which enable customer to live independently in their own homes.
