Tender description

BEIS is seeking to appoint a contractor to deliver the Industrial heat recovery support programme (IHRS), which includes administration of the scheme and in particular providing technical and financial expertise in reviewing received grant applications and progress against milestones. For further information about the proposed programme, please visit the consultation page: https://www.gov.uk/government/consultations/industrial-heat-recovery-support-programme The Department for Business, energy and industrial strategy (BEIS) is looking to launch an Industrial Heat Recovery Support Programme (IHRS) in autumn 2018. The programme is expected to be open until March 2021, with an option to extend the contract for a further 2 years. Any extension is subject to the success of the programme and decision from BEIS on the future of the scheme. The purpose of this Invitation To Tender (ITT) is to procure a delivery partner that will deliver the IHRS on behalf of BEIS within agreed timescales. A summary of the main responsibilities of the delivery partner include: — managing the application process with input from BEIS, — assessing received applications with input from BEIS, — providing recommendations as part of a Panel of successful bids, — conducting technical and financial due diligence on applications received through the programme including any additionality assessments, — monitoring progress made by successful Phase 1 and Phase 2 projects which will include providing assurance on that individual project milestones have been met (so that milestone payments can be made for eligible projects) and managing State Aid funding. Please note that BEIS will provide milestone payments to the delivery partner, who will then be expected to transfer such payments to the respective applicant. This will require the delivery partner to set up and implement a cash management process, — ensuring all programme information is kept up to date, including the IHRS webpage, — ensuring all programme information, including applicant data is stored securely and in line with relevant regulations such as the General Data Protection Regulation (GDPR), — delivering other aspects of the IHRS within timescales defined by BEIS, — a strong understanding of State aid rules.
