Tender description

The Authority requires an in-country (Kuwait) facility (industrial unit) from which to operate, and the ancillary services required to support such activity, in addition to vehicles and logistical support. Cefas (The Centre for Environment, Fisheries and Aquaculture Science), the Authority, is an Executive Agency of the UK Government’s Department for Environment, Food and Rural Affairs (Defra). It is an applied science agency that primarily supports government decision making whilst extending its reach across the public sector, the EU and wider markets where possible in regards to marine and closely related environments. Our work takes us from freshwater to the open ocean, and includes both wild and farmed fish. Our influence and leadership spans a wide spectrum of issues, including: — climate change impacts and adaptation, — marine planning and environmental licensing, — sustainable fisheries management, — marine biodiversity and habitats, — fish and shellfish health and hygiene, — emergency response. Backgound to the project. The Surveying and Establishment of a Comprehensive Database for the Marine Environment of Kuwait project, also known as the ‘eMISKMarine Implementation Project’ is a project being commissioned by the Kuwait Environment Public Authority (EPA) to support the EPA in fulfilling its requirements in accordance with the Environment Protection Law for the State of Kuwait (Law 42 of 2014). The Environment Protection Law requires the EPA to develop and conduct comprehensive environmental surveys and monitoring programmes, and to establish an environmental database and provide information to support decision making. The eMISKMarine Implementation Project will support the EPA in meeting these requirements for the marine environment. In order to deliver the Implementation Project in an effective way, the Authority requires an in-country facility (industrial unit) from which to operate, and the ancillary services required to support such activity, in addition to vehicles and logistical support. The Authority would therefore need to contract a local service agent(s) capable of providing 1 or more of the following: — Lot 1 – Facility Management Service; — Lot 2 – Vehicles; — Lot 3 – Logistical Support.
