Tender description

The main programme activity will be the delivery of technical assistance to Government of Ethiopia ministries, agencies and SOEs. This will include a core component designed to strengthen the system of planning and implementing public investments. Outside of the system strengthening work, the programme will have a high degree of flexibility to deploy technical expertise to areas of emerging priorities. The programme has two complementary outcomes which contribute towards Ethiopia achieving outward-oriented, manufacturing-led growth: i) Strengthened effectiveness of growth-enhancing public investment; ii) Improved enabling environment for exporters The UK's Department for International Development (DFID) is considering fulfilling a new requirement in 2018/19 where we will be seeking partners/suppliers to implement the Ethiopia Investment Advisory Facility Phase II (EIAF II) requirement. Building on a successful first phase of the Ethiopia Investment Advisory Facility (EIAF), the UK will provide valuable technical assistance to the Government of Ethiopia to help improve the returns to public investment. By focusing support on areas that have been identified as critical to supporting growth, this can help ensure that Ethiopia fulfil its potential in the area of light manufacturing, and trade its way to middle income status, lowering poverty. It is currently anticipated that we will contract through a competitive tender for a single Supplier to deliver the requirement to facilitate the Ethiopia Investment Advisory Facility Phase II (EIAF II) requirement. Although we are currently considering a non-lotted approach, this may be subject to change. Procurement will take place through the EU OJEU system. DFID encourages interest and participation from national suppliers with the appropriate capability and capacity. Project delivery details will be worked out during the design phase. Through EIAF, consultancy services will be made available to government ministries and agencies who are involved in planning and implementing public investment activities. The technical assistance provided will be flexible and based on demand from government; specific requests for technical assistance will be considered once the facility is operational. The technical assistance provided will focus on public investment management. At a sectoral level specifically focus on: trade logistics; industrial parks and their supporting urban infrastructure and state owned enterprises. The technical assistance provided could range from specific pieces of technical advice, to longer-term capacity building within government institutions or training on specific technical issues or techniques. This programme is dependent on a strong understanding of local political economy and will require extensive in-country networks (e.g. evidence of contacts with government agencies and CSOs/NGOs etc.).
