Tender description

Why the Work is Being Done HS2 Ltd has a strategic commitment to eradicate wherever possible, and then minimise exposure to the top 5 causes of long term health disorders. HS2 Ltd's focus will be on causes of occupational disorders relating to cancers, respiratory disorders, skin reactions, vibration and noise. The HEM system solution to be provided as part of this requirement will aid in achieving this commitment by allowing proactive management of occupational exposures across HS2 Ltd's worksites. The minimum viable product is required to be live by 30th April 2019 with a full system being available by 1st September 2019. Problem to Be Solved HS2 Ltd requires a solution for its Main Works Supply Chain to be able to comply with and monitor occupational exposure limits on worksites to ensure workers are not exposed to levels above HS2 Ltd occupational exposure limits. The workers may have wearable and on-site devices, (the purchase of which are out of the scope of this procurement) but will need to be integrated with the developed solution. Where limits are exceeded this will need to be flagged and integrated to a Health and Safety Passport System (the purchase of which is also out of the scope of this procurement). Who Are the Users 1. The majority of users will be onsite workers from HS2 Ltd Main Works supply chain. 2. Users will have wearable or non-wearable onsite devices connected to a central system (provided by this procurement). 3. As a site worker: I want to ensure no exposure to hazards above set limits for health and safety purposes. 4. As a site manager: I want to understand staff's exposure levels so they can be managed and mitigated where and as necessary. 5. As a performance manager: I want to be able to use data and reporting to ensure my organisation meets agreed KPIs. Early Market Engagement Early market engagement was positive with the feedback used to support shaping HS2 Ltd's requirements, specifically regarding the non-functional requirements, integration with other systems and feedback on milestone dates. Work Already Done HS2 Ltd have undertaken user research and developed high level requirements to scope out a minimal viable product. Existing Team 'The HS2 Ltd team will consist of a Programme Manager, a Business Analyst, Occupational Health Leads (HS2 and Supply Chain), Health and Safety Managers, a Solution Architect, a Project Manager and a Contract Manager. Current Phase Discovery Work Location The work will take place at the supplier's own offices and HS2 Ltd's offices, which are currently: 2 Snow Hill, Birmingham; 1 Canada Square, London and The Podium, Euston, 1 Eversholt Street, London. Working Arrangments HS2 Ltd seek a supplier who will build a minimum viable product, be the main delivery partner for the Discovery, Alpha, Beta and Live phases, provide support and maintenance for the solution during the contract term. Initially, the supplier will be physically present for milestone events such as, kick-off, hack-days, key meetings and sign-offs however the majority of work will take place at the supplier's premises. HS2 Ltd's primary communication tool is Skype. (Note that HS2 Ltd will not permit travel and subsistence expenses for any travelling required by the supplier as part of this contract). Security Clearance Not Applicable Additional T&Cs HS2 Ltd have made changes to the standard Digital Outcomes and Specialists 2 call off contract terms in regards to the inclusion of: IPR, Taxes and Brexit (all such inclusions will be shared with shortlisted suppliers at ITT stage). In addition to the call off contract terms, HS2 Ltd expect the successful supplier to sign HS2's Controller Processor Agreement and comply with the Drugs and Alcohol Policy and Procedure when on HS2 Ltd sites (both documents will be shared at ITT stage). Skills & Experience Please confirm (Yes/No), your company has these minimum insurances levels: Employer's Liability: £10m any one accident Public Liability: £10m any one occurrence, Professional Insurance Indemnity: £2m limit any one occurrence- no aggregate limits Please confirm (Yes/No), that your company: a) Complies with Current UK Data Protection Legislation? b) Has a Data Protection and Privacy Policy? c) Is compliant with GDPR ? d) If no to part (c), what date do you plan to be compliant to GDPR by? e) Undertakes annual, independent reviews to identify data protection, privacy and information security risks for the proposed service or solution? Please provide one example of when your company has ensured information security and assurance for a similar high-profile client project within the previous 5 years Please provide two examples of where your company has completed development of a similar software solution to that required by HS2 Ltd in the previous 5 years.Similar solution means: an IT solution used by multiple users, from multiple organisations with the ability to integrate/exchange information across multiple disparate systems interoperable through restful APIs in a performant manner and incorporating a reporting solution. Please provide one example of a project methodology, including integration methods, to exchange information/data across multiple systems used for successfully implementing a similar solution in the previous 5 years. Similar solution means: an IT solution used by multiple users, from multiple organisations with the ability to integrate/exchange information across multiple disparate systems interoperable through restful APIs in a performant manner and also incorporates a reporting solution Provide example of standard integration methods/patterns your organisation used when you integrated/exchanged information/data across multiple systems, for multiple organisations and multiple users in the previous 5 years. Provide example how your organisation reported progress on a similar project to ensure successful delivery in the previous 5 years. In your response please include; what was included in the reports, the communication channels utilised, how varying views on progress were managed and who was responsible for the creation of the report. Please provide one example of a successfully completed delivery of a similar project in line with the Government Digital Service and accessibility standards in the previous 5 years Please provide one example of a service wrap delivered for a similar solution in the previous 5 years. Service wrap means: governance framework for IT Service Management, including the service support model that manage the core services. HS2 Ltd follow the ITIL framework for Service Management Nice to Haves Please provide one example of a similar solution your company has successfully delivered that monitors health exposures with >10,000 users in the previous 5 years. No. of Suppliers to Evaluate 6 Proposal Criteria Company's ability to meet the functional and non-functional requirements of the service specification.
