Tender description

Worcestershire County Council hosts an in-house Learning and Development team that deliver and commission learning solutions to and for a variety of customers: — Internal Social Work and Health and Social Care Workforce. — External Health and Social Care Providers, contracted to deliver care and support (Residential, Domiciliary etc.). — School support staff (teachers, office workers). — Internal Corporate workforce. Whilst the Learning and Development Service has internal trainers and an administration service, it does not have the capacity to meet the needs of all its customers. Therefore, the service looks to commission the knowledge and skills of externally qualified, licensed and experienced providers to work on a variety of training projects as and when required to meet requirements. The scope of these projects can vary in context, value and duration but, collectively, and over time they support the development of council employees and partner organisations to enhance skills to support delivery of the Councils objectives. Our aim is to nurture a productive workforce to ensure competence and confidence when delivering services to our customers. Worcestershire County Council are looking to establish a dynamic purchasing system (DPS) to engage a range of providers that are able to deliver a diverse range of training and qualification courses. The organisations that are successful in being awarded a place on the DPS will be given a “pre-approved” status and will be invited to submit a formal bid when Worcestershire County Council have a requirement to contract the external delivery of training courses that fall within one of the categories in which the applicant organisation has expressed an interest. Each application to join the DPS will be reviewed by Worcestershire County Council to ensure the minimum criteria. For entry onto the DPS is met. The minimum criteria for entry onto the DPS will be detailed in the DPS application process. The DPS will be split into the following categories: Category 1: Social Work (Children's and Adults) Training for Social Work Qualified Staff and Social Work Academy. Category 2: Social Care (CFC and Adults) Training is offered to Adults working within Children's Families and Communities Services and Adult Social Work and Social Care Services, including Foster Carers. Category 3: Safeguarding, Mental Capacity Act and Deprivation of Liberty Safeguards (CFC and Adults) Training is offered to Adults working within Children's Families and Communities Services and Adult Social Work and Social Care Services. Category 4: Health and Safety (Children's and Adults) Training is offered to Adults working within different service areas within the Council and external care providers, commissioned to provide care by the Council. Category 5: Corporate Business Skills Support provided across the organisation at all levels. Category 6: ICT Training is providing on a bespoke basis and offered to a diverse range of internal council staff. The Dynamic Purchasing System for Training will enable the Council to provide an agile process for delivering both individual projects and programmes of training. The DPS will be in place for 5 years with the option to extend depending on the future requirements of Worcestershire County Council.
