Tender description

The Greater London Authority (GLA) is acting on behalf of the Greater London Returning officer (GLRO) for the purpose of seeking proposals for the supply of an electronic vote counting (e-Counting) solution and associated supplies and services for its delivery of the GLA’s ordinary elections in 2020 (with an option for the GLA’s ordinary elections due to take place in 2024). The e-Counting technology solution for scanning, counting and calculating results from physical ballot papers will be deployed across 3 Count Centres in London and results for the Mayor of London and the London-wide Member contests consolidated, calculated and declared at a fourth site, City Hall in London. The GLA expects the successful bidder (Supplier) to tailor and/or develop the technology solution in an iterative manner, with frequent and extensive testing, in close co-operation with the GLA’s Technology team and to train operators on the use of the solution. The GLA’s requirement includes the supply of all scanners, networking and associated technology systems, display equipment, technology / digital systems for capturing information from all London Local authorities, ballot papers and ballot boxes, as well as distribution to the nominated destinations in each London Local authority. The supplier will need to design and provide full training on using the e-Counting System. The supplier will also be required to procure and use a premises in London or within a short commute for software development, testing, training and general management and delivery of the contracted services. The GLA will reserve the right to consider the successful technology solution for the 2024 Elections also.
