Tender description

NHS Arden and Greater East Midlands CSU (AGCSU), on behalf of NHS England Midlands and East (North Midlands), Cannock Chase CCG (CC CCG) and South East Staffordshire and Seisdon Peninsula CCG (SESSP CCG) (the Commissioners), would like to inform the market of the intention to procure Alternative Provider of Medical Services for: — Lot 1: Rugeley, Springfields and Armitage (Sandy Lane Health Centre, Springfield Health and Wellbeing Centre and Armitage) (CC CCG), — Lot 2: Rugeley (Sandy Lane Health Centre) (CC CCG), and — Lot 3: Burntwood Health and Wellbeing Centre (SESSP CCG). The Commissioners would like to invite providers to a Market Engagement event at 1:00 pm on 21.6.2018. Further information will be circulated to delegates once the registration process closes at 3:00 pm on 18.6.2018. To register attendance at the event please see Section V1.3 below. For further information on each Lot see Section II.2.4 below. The patient list size was as follows in April 2018: Lot 1: 11 484 (weighted 12 594,13) (Sandy Lane Health Centre, Springfield Health and Wellbeing Centre and Armitage). These services must be GP Led and provided by GPs, nurses and other clinical professionals or healthcare workers, the successful Provider will be expected to: — provide primary care services which will be accessible, convenient and responsive, — design services around the needs of patients and carers, ensuring they are offered more choice and a greater say in their treatment, — have processes in place to evaluate and continually improve on patient satisfaction, — have processes in place to engage effectively with the local communities, — participate in National Quality and Outcomes Framework (QOF), — be eligible for and expected to provide all Enhanced Services, remunerated in line with the relevant Directions as specified by the commissioner on an annual basis, — promotion of healthy living with the aim of tackling the underlying causes of ill health. The provider must be an active member of the locality group of GP practices in Rugeley and/or Burntwood and Lichfield. There will be a requirement to work collaboratively and at scale with other local providers of primary care services within the local area. For Lot 1 the contract will be with Cannock Chase CCG for an initial period of 10 years, with the option to extend for a further 5 years (maximum term of 15 years). The anticipated financial envelope for Lot 1 is approximately 16 609 138,50 GBP over the lifetime of the contract (15 years), with the opportunity to earn extra income via QOF and CCG GP Enhanced Commissioning Framework. These opportunities will be open to the entire market, including the current providers. It is intended that the tender will be published in early July 2018. As this tender is for existing services, the services must be fully operational by the service commencement date of 1.4.2019 in order to ensure continuity of care for patients. The patient list size was as follows in April 2018: Lot 2: 10 810 (weighted 11 862,01) (Sandy Lane Health Centre). These services must be GP Led and provided by GPs, nurses and other clinical professionals or healthcare workers, the successful Provider will be expected to: — provide primary care services which will be accessible, convenient and responsive, — design services around the needs of patients and carers, ensuring they are offered more choice and a greater say in their treatment, — have processes in place to evaluate and continually improve on patient satisfaction, — have processes in place to engage effectively with the local communities, — participate in National Quality and Outcomes Framework (QOF), — be eligible for and expected to provide all Enhanced Services, remunerated in line with the relevant Directions as specified by the commissioner on an annual basis, — promotion of healthy living with the aim of tackling the underlying causes of ill health. As this tender is for existing services, the services must be fully operational by the service commencement date of 1.4.2019 in order to ensure continuity of care for patients. The patient list size was as follows in April 2018: Lot 3 — 5640 (weighted 4 754,97) (Burntwood Health and Wellbeing Centre). These services must be GP Led and provided by GPs, nurses and other clinical professionals or healthcare workers, the successful Provider will be expected to: — provide primary care services which will be accessible, convenient and responsive, — design services around the needs of patients and carers, ensuring they are offered more choice and a greater say in their treatment, — have processes in place to evaluate and continually improve on patient satisfaction, — have processes in place to engage effectively with the local communities, — participate in National Quality and Outcomes Framework (QOF), — be eligible for and expected to provide all Enhanced Services, remunerated in line with the relevant Directions as specified by the commissioner on an annual basis, — promotion of healthy living with the aim of tackling the underlying causes of ill health. The provider must be an active member of the locality group of GP practices in Rugeley and/or Burntwood and Lichfield. There will be a requirement to work collaboratively and at scale with other local providers of primary care services within the local area. For Lot 3 the contract will be with South East Staffordshire and Seisdon Peninsula CCG for a total period of 5 years. The anticipated financial envelope for Burntwood Health and Wellbeing Centre is approximately 2 299 265,70 GBP over the lifetime of the contract (5 years), with the opportunity to earn extra income via QOF and CCG GP Enhanced Commissioning Framework. These opportunities will be open to the entire market, including the current providers. It is intended that the tender will be published in early July 2018. As this tender is for existing services, the services must be fully operational by the service commencement date of 1.4.2019 in order to ensure continuity of care for patients.
