Tender description

Summary of the work CCS requires a supplier to develop a web-based solution allowing government and wider-public sector customers to access Legal and Consultancy frameworks. The solution will provide search functionality for two Consultancy and five Legal frameworks. Two require catalogue that produces a shortlist of suppliers meeting specified criteria within a particular region. Expected Contract Length 12 Weeks Latest start date Wednesday 27 June 2018 Budget Range Up to £300k Why the Work is Being Done This work is being conducted to provide all customers mainly the wider public sector with access to a digital service that will allow user groups to easily find the suppliers who can provide the professional services they need from the new Management Consultancy 2 framework and the WPS Legal service framework. Problem to Be Solved Both frameworks require the option to run two structured competition processes: direct award and further competition. Users will require a digital solution to provide Guided Match functionality to advise them on how to decide which framework and lot is appropriate. The solution needs to be built to live beta. It must allow users to self-service and find an appropriate shortlist of suppliers, through the Guided Patch process and then by filtering the catalogue of suppliers. The Alpha is currently in the process of testing both wireframes and business requirements and will be available to the successful supplier. Who Are the Users There will be a wide range of customers that use the digital solution from the most experienced procurement professionals to the occasional user. When procuring Management Consultancy services, users expressed confusion when choosing which framework and which lot are the most appropriate with the user journey not being very helpful. Due to the number of suppliers of frameworks, users must be able to utilise capability filters at the selection stage to produce a supplier shortlist. Filters include the ability to rate suppliers on expertise, service level, past performance, travel and subsistence policy, region, spend estimate and supplier size. Early Market Engagement None Work Already Done Discovery on the MCF/2 and Legal Services framework digitisation has been completed and requirements identified. Wireframes and prototype is in test and will be complete and available to the successful supplier before Beta commencement. Existing Team The Supplier will be working within a development team that consists of a Product Owner and Delivery Manager. Design & Development will take place on a mix of supplier premises and the CCS location but releases must be made available to the DM and end user community. The suppliers shall make themselves available to attend key meetings at the request of the programme. Current Phase Alpha Skills & Experience • The supplier should provide examples of where they have provided an iterative delivery of high value, web-based applications using AGILE methodologies. 10% • Provide examples where the supplier has defined and set up environments for development and production using PaaS and subsequently tested and released a new product into production 5% • Should provide examples of where, within the past 12 months, they have delivered user-research and user-testing with user-groups from a combination of internal service providers and external consumer organisations 5% • Demonstrate experience in last 18 months of delivering web-based applications providing dynamic, easily-updatable content management for the client to maintain as required, able to migrate to other platforms when necessary-10% Nice to Haves • The supplier should give examples of where they have applied Agile practice and methodology to ensure timely delivery according to an agreed plan. 5% • The supplier should confirm that their resources could work as a mixed disciplined team with both on-site and off-site working as required. 5% Work Location The Supplier will work in a mix of premises (including their own) and travel as required to work and to attend key meetings, stakeholder engagement events etc. at the client's premises in London at 45 – 59 Kingsway, Holborn WC2B 6TE or other locations as defined by the Client. Working Arrangments Client-side delivery and engagement with the supplier will be provided by the CCS Delivery Manager. The supplier shall align to the HM Government Digital Service Standards and deliver Beta and live releases for assessment by the end user community and the Programme. Any supplier responding to this opportunity who is on or is bidding for any of the CCS Management Consultancy frameworks (MCF and MCF2) must declare this and highlight that there is a potential conflict of interest. If the supplier does not declare the potential conflict then their bid will be void. Security Clearance BPSS check completed by contract start date No. of Suppliers to Evaluate 3 Proposal Criteria • Technical solution – examples showing where the above technologies were applied and how these fitted within the GDS guided environment. 10% • Approach and methodology – examples that demonstrate a solid understanding of Agile and core principles and how these were applied 5% • How the approach or solution meets user needs – an example of where the supplier has applied a good understanding of UX centric website development 5% • Value for money- examples where the supplier has applied a transparent financial structure and fair pricing for the service 5% Cultural Fit Criteria • Provide examples where the supplier has worked collaboratively in a multi-disciplinary team with other service providers. 5% • There is a need to be transparent and collaborative when making decisions. Yes, that is the date when we are aiming to start work on the beta. If suppliers are unable to meet that date, then they should propose the earliest date they can start work by.
