Tender description

The Supplier will deliver predominantly out of hours Antisocial Behaviour Patrols (ASB Patrols) across the housing stock Tower Hamlets Homes (THH) manages on behalf of the London Borough of Tower Hamlets. THH does not expect to subcontract any part of this service. THH has identified a problem with Anti-Social Behaviour across the stock it manages on behalf of the Council. We have a current Patrolling contract that is supported by a Metropolitan Police accredited contractor that undertakes dedicated Anti-Social Behaviour Patrols. This additional support is necessary to effectively respond to Anti-Social Behaviour issues on housing estates and streets. The supplier must be approved under the Association of Chief Police Officers Community Safety Accreditation Scheme and accredited by the Metropolitan Police to provide uniformed officers with specific delegated enforcement powers. The successful provider will need to supply patrol officers with delegated authority to carry out the following powers: — to require a person to give their name and address if they are believed to have committed; a relevant offence causing injury, alarm or distress; a relevant offence cause harassment, alarm or distress; or a relevant offence causing damage / loss to property, — to require a person to give their name and address if they are believed to have acted in an anti-social manner, — to require persons drinking in designated non-alcohol areas to surrender alcohol, — to require persons under the age of 18 to surrender alcohol, — to seize tobacco products from a person under the age of 16, — to issue penalty notices for disorder in relation to: —— behaviour likely to cause harassment, alarm or distress; —— disorderly, threatening or abusive behaviour (verbal and physical), including displays of writing, signs or other visible representations which are considered to be threatening or abusive; —— misuse of fireworks, including: any breach of fireworks curfew; possession of a category 4 fireworks or possession by a person under 18 of an adult firework; —— sale of alcohol to a person under 18, the buying, or attempting to buy, of alcohol on behalf of a person under 18 or the delivery (or allowing of a delivery) of alcohol to a person under 18, — to issue fixed penalty notices for dog fouling or dog control order offences, — to issue fixed penalty notices for littering, — those given under Section 24a SOCPA 2005, — those given under Common Law. The service will also be expected to provide support for Metropolitan Police led operations which mean that the successful provider must be legally able to participate in these operations, including those relating to weapon or drug related offences. They will need to have a good appreciation of the issues in Tower Hamlets. The successful provider will also be required to promote inclusion within the Borough’s residents and establish meetings in order to, among other things, support victims of crime, and tackle Anti-Social Behaviour and gang related activities among young people. The successful provider will be required to gather and report relevant data to THH, creating bespoke analysis and mapping of crime and Anti-Social Behaviour, in a format acceptable to THH.
