Tender description

The aim of this tender is to procure a Dynamic Purchasing System (DPS) for Development and Valuation Consultancy with 10 lots to meet the requirements of City of Westminster over the next 5 years. Lot 1: Sales and marketing Consultancy. Lot 2: Valuation and Leasehold Extension. The purpose of procuring a DPS is to allow development of long-term collaborative relationships with suppliers, provide effective and speedy marketing and valuation advice, and value for money. The DPS will be available to all London local authorities and public bodies. It is envisaged that WCC requirements for residential developments or valuation services over the next 5 years will be sent to suppliers who are accepted onto each of the 2 lots. Suppliers are invited to apply for individual or all lots within this DPS by filling in a Selection Questionnaire via the capital e sourcing (CES) tendering portal at www.capitalesourcing.com The background to Lot 1 is Westminster City Council’s (WCC) increased requirement for residential development, sales and marketing advice, and the Council’s target of 2000 new homes in the next five years, which is part of a development and regeneration programme worth 800 000 000 GBP over the next 10 years. Due to these targets, WCC is keen to develop long-term collaborative relationships with suppliers, in order to provide effective and speedy sales and marketing advice, and value for money. Westminster City Council (WCC) wishes to develop long-term collaborative relationships with suppliers, in order to provide effective and speedy valuation advice, and value for money. WCC has approximately 21 000 properties and independent valuations are required for the tenants exercising their Right to Buy as well as current leaseholders exercising their statutory right to extend their lease. In order to facilitate the delivery of valuation and leasehold extension advice a dedicated lot (Lot 2) is to be established on the DPS to provide valuation and leasehold extension services. WCC needs to procure a contract in 2018 for standard Right to Buy valuations, leasehold extensions and consultant value services and intends to run a mini competition from Lot 2 during 2018.
