Tender description

The contracting authority is inviting applications from economic operators to deliver community learning services in Somerset. This procurement is being: (a) conducted in accordance with Regulations 74 to 77 of the Public Contract Regulations 2015, which applies to contracts with a social benefit such as those for education and training services. This is known as the “Light Touch Regime”, and; (b) carried out using a procedure that corresponds to the open procedure as set out in Regulation 27 of the 2015 Regulations as modified in this document. The Initial Contract Period will be for 12 months from 1.8.2018 to 31.7.2019. The delivery of the services will be required over the 11 month from 1.9.2018 – 31.7.2019. There is a possible renewal period as detailed below at II.2.7. Interested organisations are referred to the Instruction and Invitation to Tender (ITT) documentation for further information. The Contracting Authority is seeking to award a contract for the provision of community learning services in Somerset, United Kingdom. The successful provider will be required to provide these services in accordance with terms and conditions of the Contract which include the Community Learning objectives set out in the ESFA’s AEB funding and performance management rules (2018/19) which are set out at. https://www.gov.uk/government/publications/adult-education-budget-funding-rules-2018-to-2019 and as an annex to the Instructions and ITT. The services must be provided across the five districts of Somerset (West Somerset, South Somerset, Taunton Deane, Mendip and Sedgemoor) and the two unitary authorities of North Somerset and Bath and North East Somerset. The successful provider will be required to engage and work closely with a wide range of local partners and stakeholders across this geographical area in order to deliver a coherent and high quality learning provision which reaches disadvantaged learners. The successful provider will be required to deliver the following aspects of community learning: — personal and Community Development Learning, — family English, Maths and Language, — wider Family Learning, — neighbourhood Learning In Deprived Communities. Economic operators are referred to Part A of the Instruction and ITT for further information on the Contracting Authority’s requirements.
