Summary of the work The Crown Commercial Service’s (CCS) Crown Marketplace Programme requires a supplier to develop a web-based service to allow the wider public sector to search a catalogue and produce a shortlist of supply teacher providers that meet the specified criteria within a specified region linked to postcodes. Expected Contract Length 10 weeks Latest start date Saturday 30 June 2018 Budget Range Up to £200k Why the Work is Being Done This work is being conducted to provide the wider public sector with access to digital service to allow user groups to easily hire supply teachers from an agency in their region a short list of suppliers who meet the buyer’s selection criteria Problem to Be Solved To develop and build a live beta digital solution that will allow organisations across the public education sector to select agencies and other organisations to provide supply teachers. This will support a new commercial agreement that the Crown Commercial Service is working with the Department for Education (DfE). The scope for this Framework Contract is for all temporary and fixed term teaching and non-teaching roles within the public sector to schools, colleges and other educational establishments, including academies, trusts, nurseries, pupil referral units, children centres and further education institutions, across the UK. Who Are the Users As a public sector buyer, I need to be able to find agencies who can provide me with high quality supply teachers at the right price and when I need them. Work Already Done Discovery on the wireframes has been completed and requirements identified. Wireframes and prototype is in test and will be complete and available to the successful supplier before Beta commencement. Existing Team The Supplier will be working within a development team that consists of a Product Owner, Product Manager and Delivery Manager. Design & Development will take place on a mix of supplier premises and the CCS location but releases must be made available to the DM, PM and end user community. The suppliers shall make themselves available to attend key meetings at the request of the programme. Current Phase Alpha Skills & Experience • The supplier should provide examples of where they have provided an iterative delivery of high value, web-based applications using AGILE methodologies. 10% • Provide examples where the supplier has defined and set up environments for development and production using PaaS and subsequently tested and released a new product into production 5% • Provide examples, in the past 12 months, where they delivered user research and user testing with user groups from a combination of internal service providers and external consumer organisations 5% • Demonstrate experience, in last 18 months, of delivering web-based applications providing dynamic and easily updatable content management for client to maintain and be able to migrate to other platforms. 10% Nice to Haves • The supplier should give examples of where they have applied Agile practice and methodology to ensure timely delivery according to an agreed plan. 5% • The supplier should confirm that their resources could work as a mixed disciplined team with both on-site and off-site working as required. 5% Work Location The Supplier will work in a mix of premises (including their own) and travel as required to work and to attend key meetings, stakeholder engagement events etc. at the client's premises in London at 45 – 59 Kingsway, Holborn WC2B 6TE or other locations as defined by the Client. Working Arrangments Client-side delivery and engagement with the supplier will be provided by the CCS Delivery and Product Managers. The Delivery Manager will provide the supplier interface to Crown Marketplace Programme and the operational user community. The supplier shall align to the HM Government Digital Service Standards and deliver Beta and live releases for assessment by the end user community and the Programme. It is planned that the service will integrate with the Crown Marketplace 7. Can you tell us more about the prototypes - are they high fidelity? Further to this, have you made any technology decisions during the discovery/alpha phases? The prototypes currently set out the customer journey and will be developed to include a basic screen design. We are looking for the successful supplier for this opportunity to develop the designed further 8. Has an alpha phase been completed? No 9. Will there be a dedicated product manager for the project, who will be working full-time with the delivery team? We are looking at the requirements for the in-house team who will work with the successful supplier 10. The work to date mentions discovery activities but the current project phase is alpha. Can you confirm that CCS have run an alpha in which prototypes of the service have been tested with users and you've looked at how technically possible the service is? The alpha phase is currently underway. The service is technically possible and we are planning to reuse the code from the Digital Marketplace where it is possible to do so 11.
