Summary of the work Managing a commercial, legal and SME team to deliver a framework to enable a federation for identity services. Also, manage the engagement team responsible for external commercial stakeholder relationships. Specialist role Delivery manager Expected Contract Length 6 months Latest start date Tuesday 29 May 2018 Maximum Day Rate £825 Who Speclialist Work With You'll be working with the Senior management Team, a team of Identity and Assurance experts, a Policy and Engagement team, a User Research and Design team, a team of Industry Engagement Leads, an in house lawyer and a legal firm, and with Identity and Industry SMEs. What Specialists Work On Manage SMEs, SMT, BAs, lawyers and commercial specialists to deliver a legal framework for a federation of services Manage the gating process for contractual software deliveries Engage with Public, Private and Arms Length Bodies to build a demand pipeline for Identity related services Engage with Product Managers, Industry, HMG, and legal and commercial specialists to procure functional and data related services Skills & Experience • 4 years experience of managing large public sector agile projects • Experience of procurement and commercial management to define and extend federated services • Experience of Industry and HMG department engagement to drive service adoption • At least 2 years experience of managing multiple lean/agile teams in the public sector • Experience of managing non-development agile teams - including lawyers, commercial managers and Standards SMEs • Experience of pipeline creation and hardening for services • At least 3 years experience of delivering large commercial programmes in the public sector Nice to Haves • Experience working on government digital projects • Experience of Lean, Kanban and Portolio Kanban • Experience of organisational design and change management • Use to dealing daily with Director level requests and input • Experience of working with user researchers, system designers in iterative and incremental delivery projects Work Location Government Digital Service, The White Chapel Building, 10 Whitechapel High Street, London, E1 8QS Working Arrangments 5 days in the office, occasional working from home if approved by programme management. This role is outside of IR35. This is a new role with new deliverables to fulfil an ongoing requirement. 2. Is there a current incumbent? There is an incumbent supplier however evaluators will consider compliant bids on the basis that awards to the most economically advantageous response that satisfies all the criteria including cultural fit considerations, hence only the only best deemed response as determined by the evaluation panel will be offered the opportunity to contract.
