As required by Article 16 of EU Directive 2014/40/EU and the associated Commission Implementing Decision (EU) 2018/576 of 15.12.2017 on technical standards for security features applied to tobacco products HMRC will be defining the elements that will be used to develop security features applied to tobacco products manufactured in, or imported into, the UK. This Prior Information Notice is to notify interested parties of an information day in Manchester on 07.06.18 where suppliers can inform HMRC about their technologies and capabilities. This will assist HMRC in deciding what elements to require. Note: The definitions will be capability/technology based, HMRC will not be mandating any specific suppliers products. In accordance with Article 16 of EU Directive 2014/40/EU and the associated Commission Implementing Decision (EU) 2018/576 of 15.12.2017 on technical standards for security features applied to tobacco products HMRC will be defining visible and invisible elements to be used in security markings applied to unit packets of tobacco products placed on the UK market. This Prior Information Notice is to notify parties interested in the manufacture and/or supply of such elements of an engagement day in Manchester on 7.6.2018. Suppliers will have the opportunity to inform HMRC about their technologies and capabilities in order to assist HMRC in deciding what elements to require. The regulations HMRC will issue will be capability/technology based, HMRC will not be mandating any specific supplier’s products. There are likely to be commercial opportunities with relevant tobacco product manufacturers or importers in supplying the elements once regulations are made.
