Tender description

AGMA require an e-learning solution to be provided by a single supplier who will host the LMS and all courses. There will be a single web based Learning Management System (LMS) which could potentially be accessed by Local Authority staff in all 10 AGMA authorities and associate members. Local Authority staff will also include teachers and staff within schools and any appointed system administrators. Current figures show there is approximately 77 000 staff in the 10 local authorities. The system will also be accessed externally by members of the wider Private, Voluntary and Independent sector that provide services on behalf of the AGMA Local Authorities. Additionally, individuals working for Health and other public sector organisations providing services for the authorities will be able to register as users of the system. Appointed System Administrators will have full access to the system e.g. read, write, reporting etc. The single point of access will provide a gateway to a number of areas. The “Supplier Library of Courses” will be an off-the shelf library of pre-built quality courses. The vision for delivery is for each authority to be able to deploy the library of courses and also deploy courses authored using their own authoring tools. Full comprehensive reports must be available and include all areas of course usage and system performance at each individual local authority level. The facility to write ad-hoc reports must also be available. For the purposes of employee development and the update of staff training records, the LMS must produce an extract for either manual or electronic update to Local Authority HR systems. All e-learning solutions must be Sharable Content Object Reference Model (SCORM) compliant. The single supplier will manage, on behalf of AGMA, any subcontractors who may provide the LMS platform, courses and authoring tools. We also expect the single supplier to provide a managed service covering all aspects of system administration, system back up, data protection and support. The supplier must provide all course content either by themselves or via managed sub-contracted third parties. The below illustration, is a representation of how we envisage a user’s journey to access courses will look like.
