Community and Domiciliary Phlebotomy Service for NHS Fareham and Gosport and South Eastern Hampshire CGGs is being awarded to the General Practices and Southern Health NHS Foundation Trust for 2 years with the option to extend for 18 months. Starting 1.10.2018 — 30.9.2020. The acute indicated to the CCG that they wanted to give notice on providing a phlebotomy service, it was agreed with the CCG that they were not the most appropriate provider and that the CCG would work with them and other providers to transfer the services elsewhere. It is known from patient feedback and complaints, that where a practice provides their own phlebotomy through an LCS, this is best for the patient. This is evident through patient surveys practices are required to undertake through the LCS, and numbers of complaints received for other services. There are a number of other benefits to a general practice phlebotomy model: — It is convenient for the patient to access. — The staff know the patients and understand their needs. — Appointments can be flexed to patient needs when urgent, whereas external services often have strict operating hours. — Patients are comfortable seeing their own nurse. — Access to the full medical record and full patient medical history In addition, the acute provider had previously been providing domiciliary phlebotomy for house bound patients. Again, this is not an acute service and it has therefore been concluded that the community nursing team, already responsible for visiting house bound patients, would be best placed to deliver this service to avoid duplication of patient contact. The CCG therefore intends to commission all community based phlebotomy, including that for warfarin patients, from GP practices across the CCG via a locally commissioned service. This specification is already in place with 16 of the 38 practices and will require a variation to the specification allowing the other practices to sign up, and requiring Warfarin to be provided. The intention with the Domiciliary phlebotomy will be to incorporate it into the SHFT community nursing team contract via a contract variation. The value for both services for the total contract duration including option to extend. Further information can be found on the In-Tend portal.
