Tender description

The Authority is seeking to appoint a contractor (or a consortium of contractors) to support the development of its wholly owned energy services company. The procurement may include (without limitation) the operation, maintenance, repair and replacement services in respect of the energy distribution networks and plant and equipment of the BDES and the GDES, (“the Services”), including (but not limited to); an energy centres (CHP, boiler plant and thermal store), heat and electricity distribution network and metering interfaces (including residential heating interface units). The Authority welcomes tender submissions from a wide variety of providers across the market to procure the most economically advantageous tender(s). The Authority is seeking to appoint a contractor (or a consortium of contractors) to support the development of its wholly owned energy services company. The procurement may include (without limitation) the operation, maintenance, repair and replacement services in respect of the energy distribution networks and plant and equipment of the BDES and the GDES, (“the Services”), including (but not limited to); an energy centres (CHP, boiler plant and thermal store), heat and electricity distribution network and metering interfaces (including residential heating interface units). The Authority welcomes tender submissions from a wide variety of providers across the market to procure the most economically advantageous tender(s). In order to achieve this, Services shall include but not be limited to: 1) Operation, maintenance, repair and replacement services; 2) Performance monitoring and reporting; 3) Optimisation of plant operation to maximise the use of CHP and minimise the use of heat required from the back up gas fired boilers; 4) Collation of meter readings for passing to the Authority's ESCo; 5) Customer interface with the Authority with respect to operational issues; 6) Customer interface with residential and commercial consumers when visiting and working in properties; 7) Taking over assets which are either existing at the time of the commencement of the contract or are to be constructed, both of which are contained within the BDES and the GDES and follow the procedures set out in the tender documents to achieve this.
