Tender description
The Digital Office Park is a new, prestigious office development that will introduce a unique offer to the Lancashire marketplace to support the growth of an important and expanding sector. A new 5 016 m2 grade A office facility will be constructed to cater for the needs of digital sector SME businesses. The space will be delivered to BREEAM Excellent standard and has been designed to cater for the needs of businesses in different stages of their life-cycle. Accommodation will be offered across 3 floors. The scheme will be delivered on a site located to the North West of Chorley Town Centre, on Euxton Lane. The scheme promoter, with ERDF support, is Chorley Council. A Principal Contractor is required to deliver both design and build services. The Authority has procured design services to RIBA Stage 4 and will retain the services of the current Design Team. The contract comprises the design and construction of a new build three storey office block known as “Chorley Digital Office Park” with associated car parking, external works, landscaping and external services. The building is designed with a brick plinth to the Ground Floor with cream insulated render system to First and Second Floors with glazed curtain walling to the central core and entrance areas. Feature coloured “picture frame” panels frame the windows to the predominant elevations. A central service core provides amenities and affords access to the flexible office accommodation. The building is a mechanically ventilated office block utilising high efficiency MVHR Units and Heated/cooled utilising VRF heat pumps. Each individual indoor VRF unit is individually temperature controlled to allow user control over their own environment and also to allow the building to be subdivided at a later date if required. The mechanical ventilation is controlled by CO2 sensors, so that the ventilation only operates when CO2 rise, thus saving energy. Domestic Hot Water is provided by instantaneous electric water heaters at each range of sanitary appliances. Above Ground Drainage and condensate drainage (VRF System) is provided internal and external lighting are all LED to provide energy efficient lighting schemes. CCTV to the external areas is provided. Small Power and Voice and Data are generally distributed within the raised access floor and floor boxes are provided on a regular grid to allow tenant fit out at a later date. External services are restricted to external MCW from a utility company water meter (provided by others), external LV mains from a utility company substation (provided by others) and incoming ducts for telecom services. Structurally, the building comprises a multi storey steel frame with composite concrete metal deck floors and a lightweight cladding roof system surrounding a roof top plant deck. External elevations comprise cavity masonry walls up to first floor supported from a perimeter reinforced concrete ground beam. Upper floor elevations take support from the floor edge and steel frame. The building structure is generally stabilised against lateral loads using steel cross bracing. The foundation strategy comprises mass concrete pad foundations taken down to the firm clay bearing strata as defined within the site investigation. The ground slab is part ground bearing part suspended due to the proximity of mature oak trees. The general development site will require a cut fill exercise to be undertaken (by others) in order to create a development plateau capable of supporting general car parking areas and the building ground slab. Site drainage comprises separate foul and surface water networks with necessary attenuation and will connect off site drainage being provided by others.
