Tender description
Hampshire County Council (HCC) proposes to establish a construction framework for contactors to deliver projects and programmes of work approximately in the 1 000 000 GBP to 4 000 000 GBP value range. The scope of work is expected to consist mostly of extensions, refurbishments and alterations to existing schools; however all types of building works to any property, including works to Fire, Police and NHS properties and associated hard or soft landscaping is included. Exclusively civil engineering works such as highways, bridges or coastal works will not be included. The Intermediate Construction Framework (ICF) will follow the principles and practice of two-stage appointment of contactors to projects, early contractor engagement, open-book pricing and collaborative working. The type of work may include the requirement for contractors to be able to provide full design services with a construction project. This framework will be open to all public sector organizations in SE England for construction works within 1 000 000 GBP and 4 000 000 GBP in value. By exception, some projects may be less than 1 000 000 GBP. The scope of work is expected to consist mostly of extensions, refurbishments and alterations to existing schools; however all types of building works to any property, including works to Fire, Police and NHS properties and associated hard or soft landscaping is included. Exclusively civil engineering works such as highways, bridges or coastal works will not be included. The Intermediate Construction Framework (ICF) will follow the principles and practice of two-stage appointment of contactors to projects, early contractor engagement, open-book pricing and collaborative working. The ICF is not intended to be used for highways, infrastructure works, (e.g. rail, canal, coastal defences, river defences, bridges, viaducts, pipeline or tunnelling). The contract model will be 2 stage open book to allow collaborative working and early contractor involvement. The overall spend over the 4 year period commencing June 2019 is estimated to be up to 400 000 000 GBP. It is anticipated that there will be up to 6 contractors on this framework. The Council will be hosting a “Supplier Awareness Day” whereby interested parties will be able to gain greater understanding of the proposed framework. The Supplier Awareness day will be held on 15.6.2018 at 9:30 am in the Winchester Discovery Centre, Jewry Street, Winchester, SO23 8SB. The key themes we will request feedback on after the supplier day are: — Number of Contractors, — Call of process, — Contractor Fee’s, — Collaborative Approach. Bidder’s responses will be used to inform the formal opportunity that will be advertised later in 2018. Bidders interested in attending this day should contact the Council via InTend as described in VI.3 below. Subsequent to the Suppliers Awareness Day, bidders will be provided with a PIN Questionnaire document which will contain a number of questions. Bidders’ responses will be used to inform the formal opportunity that will be advertised later in 2018. Registration and response to the PIN Questionnaire document will not constitute an expression of interest in this/any tender. Responses will not be used to evaluate your company, create a short-list or guarantee inclusion (or mean exclusion) in any resulting tender exercise. This exercise is only to obtain feedback to inform our specification and the formal tender process, which will follow later in 2018.
